An alliance of European and international networks working to protect children s rights all over Europe Our mission is to promote child-centred, quality and comprehensive policies to tackle child poverty and promote child well-being EU ALLIANCE EU ALLIANCE FOR INVESTING FOR INVESTING IN CHILDREN IN CHILDREN Compounding and interlinked social crises (Covid-19, Climate Change, Cost-of-living); 1 in 4 children in the EU are at risk of poverty and social exclusion In October, we published an analysis of the European Care Strategy and upcoming Council Recommendations on Barcelona Targets and Long-Term Care

Catalyse political commitment and policy and budgetary reforms within EU Member States in support of children s access to inclusive, affordable, and quality early childhood education and care (ECEC) How to ensure a successful implementation? Provide high-quality care services for all Ensure the most vulnerable individuals are not left behind Common targets and indicators & joint monitoring system Adopt an ambitious EU and comprehensiveapproach EUROPEAN EUROPEAN CARE CARE STRATEGY STRATEGY Elements that should be strengthened: Focus on the transition from institutional care to community-based and home care Action plans and funding schemes Meaningful stakeholders' participation

First years of life are a fundamental component of the care needed by children to thrive and develop to their full and unique potential REVISION REVISION OF THE OF THE BARCELONA BARCELONA TARGETS ON TARGETS ON Several positive elements of the proposed Recommendation: Legal entitlement to ECEC Targeted measures for the most vulnerable children Improve data collection and analysis Increase of national targets Elements to be strengthened Child- and family-centred approach Focus on children experiencing poverty and social exclusion ECEC ECEC

  5. The European Commissions proposal recommended Member States to ensure that by 2030 at least 50% of children below the age of three can participate in ECEC. The Council Recommendation is expected to lower this threshold to 45% and set up a series of different dynamic targets for different groups of countries. EPSCO EPSCO EXPECTED EXPECTED AGREEMENT AGREEMENT Due to these dynamic targets Only 1 country is expected to reach the proposed 45% threshold 9 countries will not be expected to improve their accession rates 17 countries will remain under the recommendation s 45% threshold

Concerning development: Do not seem to reflect the seriousness of the challenges family and children are facing Epitomises a fragmented social Europe Indicates a lack of understanding of vital role played by ECEC for children, economies and societies The Alliance will: React to the Recommendation as soon as it will be adopted Work to capitalise on the many valuable elements included in the document Enhance the understanding of the importance of ECEC for children, families and societies Advocate for Member States to work towards the implementation of more ambitious targets WHAT NOW?
