  9. Eligible Applicants Eligible Applicants Projects funded under this program must be led by a Saudi entity (for profit company, University, or non-profit institution). International companies and organizations can participate as project partners, but cannot serve as project leads.   14. KACARE has provided a template to assist in preparing your concept paper. The concept paper contains seven necessary sections. Provide Basic Project Information on the Cover Page Follow the instructions provided, then delete the instructions from the document 14

  15. The market need section should justify the need for the chosen renewable energy technology in KSA. This section should describe the economic conditions related to deployment of the technology in KSA. References should be provided, and assumptions should be clearly stated and justified. 15

  16. Describe the product that will be developed. Describe its competitive advantages. Explain the current state of the technology, and the enhancements that will be achieved through the proposed project. 16

  17. The project description section should provide an overview of the proposed effort. Be sure to include a description of the process by which the performance of the product will be tested. 17

  18. Use the Team Structure and Members section to describe every organization that will participate in the execution of the project, and the specific contributions that they will make. This section should also justify the qualifications of each participant, based on their past experience. 18

  19. Provide a brief summary of the project team s business strategy for successfully bringing the developed product to market. 19

  20. Use section six of the template to describe the benefits that will be realized for the Kingdom of Saudi Arabia, as a result of the proposed project. This section should address all relevant benefits (social, economic, environmental, etc.). 20

  21. Use section seven of the template to detail the budget for the project. Clearly indicate the total amount of funding requested from K A CARE, and the funding amount that will be contributed by the project team. 21

Concept Paper Response from K Concept Paper Response from K A A CARE CARE After reviewing your concept paper, K A CARE will send your organization an email, containing a unique control code that you will need to submit your full proposal. This control code will be referenced in your full proposal submissions, on the cover page of each document, and in the filename for each document submitted electronically through Etimad. K A CARE may provide additional comments in its response to your concept paper, including a warning concerning any aspects of your project that could result in disqualification. 23

Commitment letters attest that all project partners understand their role, and agree to fulfill their agreed upon responsibilities, if the project is awarded. Commitment letters must be dated and signed by an authorized representative of each partnering organization. 28

Follow the instructions provided, then delete the instructions from the document Each partner must sign the document, and state their commitment to the project.   31. Consortium Agreement Consortium Agreement A consortium agreement is required if more than one organization on the project team contributes funding toward the project implementation costs. If required, the consortium agreement must describe the financial commitment of each organization on the project team. The consortium agreement becomes a legally binding addendum to the project contract, if the project is awarded by K A CARE. A template for the consortium agreement has not been provided by K A CARE, as the agreements made are specific to every team and project. 31

  34. The executive summary should provide an overview of the entire project. This includes the project goals, major tasks, expected outcomes, the institutions involved, and the respective roles that they will play in executing the project. 34

  36. Use this section to provide relevant information pertaining to the product that you will develop. The template provides numerous examples of relevant information that you should provide, regarding the product. 36

Furthermore, the applicants must use this document to describe the process through which the production of the product will be localized within the Kingdom. 39

  47. The Key Personnel Biographical Information section should provide biographies, resumes, or CV s for each of the key people involved in the proposed project. 47
