Agent Delivery Overview What is Agent Delivery? Voters may ask an agent to pick up and return an absentee ballot for reasons such as: Living in a nursing home, assisted living facility, residential treatment center, group home or women's shelter Hospitalized or unable to go to the polling place due to incapacitating health reasons or a disability Materials Differ from Mail-in Voting Materials Forms Required: 1.Absentee application that has been signed by the voter 2.Request for agent delivery of absentee ballot form 3.Certified List of Employees of residential facilities (only for residential facility employees vouching)

Agent Delivery Time Window Requirement Pickup 7 days prior and until 2 p.m. on Election Day Return Ballot must be returned to the same election office by 3 p.m. on Election Day

Agent Delivery Residential Facility Staff Vouching Residential Facility staff may vouch for voters on Election Day to provide proof-of-residence Staff must prove employment to election officials by: Displaying an identification badge Sending staff list to the county election office at least 20 days prior to election Bringing a staff list to the polling place List on letterhead of staff vouching for residents Letter must be signed, dated and include facility s name, address and submitter s name and title Must include language: I certify that the following is a list of employees of this facility who may vouch on Election Day for eligible voters who are residents of this facility, and that this facility meets the definition of residential facility contained in Minnesota Statutes 201.061, subd. 3, para.(c).

Agent Delivery Differences between Health Care Facility Voting HCF Voting Authorizes election judges to deliver ballots to registered voters who reside in legally qualified Health Care Facilities Temporary hospital stays Could require agent delivery, and would not be considered HCF Voting if they do not reside in the same city that the Health Care Facility is located. Agent Delivery Available to individuals who request for a ballot to be delivered via someone who is not an election judge, with the required guidelines

Curbside Voting Rules & Requirements Statute requirements 204C.15 Subd 2 If you cannot easily leave your vehicle to enter the polling place, you can ask to have a ballot brought out to you Two election judges from different major political parties will bring a ballot to the vehicle Rules Election judges may not ask why the voter qualifies for curbside voting Voter can have assistance from someone with them or election judges
