  1. Early Learning & Childcare Workforce Engagement Sessions March 2023 Alan Henry Jennifer O Hara Senior Education Manager Operations Manager ELC & Inclusion

  2. Financial Context The Council currently has a projected budget gap of 70m. In addition, Scottish Government recently cut the ELC staffing budgets by 1.6m year on year.

  3. Impact on ELC Workforce As part of the 3-year budget setting process the Council made the decision to delete 10 FTE of the Equity and Excellence Leads (EELs) positions within the Early Learning and Childcare structure. The budget decision means that the service now needs to implementing plans to reduce the FTE. This saving is part of the savings ELC requires to make over the next Over the next 3 years. Year 1 2023/2024: 0 Year 2 2024/2025: 2m Year 3 2025/2026: 1m Total: 3m

  4. Workforce Considerations There are several options that would be considered in accordance with Council policies and procedures (including the Council s Workforce Change Policy). Freezing of all vacancies as appropriate. The appropriate policies of the Councils will be considered these will include redeployment to an alternative post within ELC commensurate 18 month preservation of salary if appropriate. Placement into another post via redeployment within the council, re-training options to move to a positive destination. Possible VRS options for those who are keen to access this option.

  5. Next Steps A comprehensive communication strategy will be developed to work with all affected staff, Trade Unions and HR officers to ensure the following: A schedule of key events, and engagement sessions Individual meetings with all affected staff members The development and circulation of a frequently asked question document Access to an ELC mailbox elceel@northlan.gov.uk
