Be Consistent in Application of Rules for All Meets Be Equitable and Fair, Unbiased, Timely in Calls Call What You Observe Tell Lane, Stroke Violation, Be Specific Call What You See Ex. 1 Hand Touch (Know Which Hand, Where Was the Other Hand?   9. Definitions Deck Changing Removing Competition Suit or Clothes to Change into Other Clothing or Suit. DFS Declared False Start Used in Championship Meets to Avoid Swimming an Event Without Being Removed from the Meet. Counts as a Swim, Swimmer is NOT Removed for Missing an Event. Coach is to See Referee to Declare the False Start or Show Up at Block and NOT Step Up (Delay of Meet). DFS Not Needed in Non- Championship Meets. Championship Meet Format - Usually has Preliminary and Final (Many District Meets are Timed Finals), Consult Host for Format Missed an Event Swimmer is not in the Area of the Blocks then Removed from Events from This Point Forward ONLY in Championship Meets Including Relays. Relay Ballot or Slip For Dual Confirmation with 2 or 4 officials used for Relay Take-Offs using a Written Slip Without Discussion. (See Relays) False Starts Only Championship Meets Require Written Confirmation from Referee and Starter

Meet Formats Championship Meets - Preliminaries and Finals are One Meet for Rules 2 for Pay In Texas, Post Season is NOT Determined by Qualifying Times In Season Meets Allow Teams to Gain Experience, Allows Officials to Gain Experience Timed Finals Ome Session in Championship Meet Format, This Format is Used at Some District Champs TISCA Meets Sponsored by the Texas Interscholastic Coaches Association. Meets have Qualifying Times, Attend as a Team, Gives Experience in Prelim/Finals Swim Off - Used for Ties to Qualify for Finals or Moving-On at District, Region or State When in the Same Location. Alternates At Championship Finals They Step in When a Swimmer Does Not Show Up for Consolations Finals. Alternates Report to Referee Before the Start of the Finals for Event - May Only Compete in Consolation Finals Unless Time Allows for Reseeding. Do Not CALL For Alternates. The Meet May not be Delayed.

CHECKING EQUIPMENT & FACILITY The Referee or Designee is to Check the Following Prior to the Start of the Meet (May Be Working Alone or With Only One Other Official): Physical Layout Flag Positioning and Conditions No Flags, Then NO Backstroke Events May Be Swum and all Points Go to Visitors 15 Meter Marking on Deck Out as Far as Farthest Lane Marker if Staggered Lane Lines Tightened Deck / Block Area Safety Water Level Depth of Starting End Height of Starting Blocks Stability of Blocks If Loose, All Starts are on the Side Starting System, Recall Device, Touch Pads, Back Up Timing Procedure, Microphone 500-Free Lap Counting Cards Working Conditions, If None, They Still Swim but Points Go to Visitors

  12. Equipment 500 Free Info REMEMBER: Host Team Shall Provide Lap Counting Cards for at Least Each Visiting Swimmer Entered in the 500-Freestyle. Swimmer May Choose to Swim Without Counter. For Not Providing an Adequate Number of Visual Lap Counting Devices, the Host Team will be Disqualified from Scoring in the Event. All Swimmers May Swim the Event (pg 15). The Cards Shall be White with 12- Inch Numbers and One Fluorescent Orange Card With or Without a Number. Only 1 Counter, The Remainder of the Team Shall be in the Team Area (pg. By Rule, and Checked at State Meet, the Counter is to Turn the Card as the Swimmer Makes the Turn at the Turn End for New Lap. Train Them to Do This. By Rule, the Official Counter for the 500 is the Timer for the Lane, but Many Also Use the Starter or Both. Bell Needed The Starter or Designee is to Ring a Bell Over the Lead Swimmer as Swimmer Reaches Flags and Turns at the End of Lap 17 in 500.

  13. Coaches Meeting Per Rules Book, Mandatory for ALL Meets Conducted By Referee Prior to Start of the Meet At Least One Coach From Each Team Captains MAY Attend. Captains Meeting is OPTIONAL What is Discussed Is There Diving? Judges Break After 50 Free is Mandatory- May be Shortened From 15 Minutes With or Without Competition Pool Open, Other Breaks Any Swimmers with Special Needs Seizures, Injuries, Autistic/On Spectrum, Medical Any Letters for Tape (Not Band Aids) Uniforms Any Special Situations, Cap Rule Reviewed, Assure Rules Used Conduct / Sportsmanship Review Especially if Captains are Present Format Being Used If Championship, Ask for Changes, Restate Relay Rules, Missed Event Good Luck to Everyone!

  14. ENTRIES Relay Entries Lots of Errors Last Year By Coaches! Relays Consist of 4 Swimmers 4 Alternate Swimmers for a Total of 8 with Any of the 8 to Swim the Relay in Prelims or Finals As Long as the Swimmer Does Dot Compete in More Than Their Allowed Relays. Relay Order - Swimmers May Change Their Order from What is Listed on the Relay Card with NO DQ! Do Not Stop the Meet to Check This! The Lead Off Swimmer is the Swimmer Who Steps on the Block First Since They May Not Step Down. Timers Should Try to Get the Correct Names in the Correct Order but There is No Penalty as It is Only for Record Keeping Purposes. Notify Official if Names are Different Than What is on the Card / Sheet! Swimmers in Prelims and Swim-Offs DO NOT Have to be the Same Swimmers in Finals. They MUST be Listed on the Original Relay Card or Violate the Number of Events Rule.

  15. ENTRIES Number of Events Swimmers May Swim 1 Individual Event and 3 Relays OR 2 Individual Events and 2 Relays OR Just 3 Relays Once They Swim a Relay, It Counts as an Event and Swimming on Another Relays is Additional Event. A Coach May Not Scratch a Swimmer from an Individual Event to Add to a Relay After Entries are Submitted (Championship Formats) In Regular Meets, Especially Dual Meets, Swimmers are Not Entered Until They Swim the Event. Coach May Make Changes. Pg 23 Situation 3.2.4 Comment

  16. Checking Entries Especially Important for Championship Meets! When Should You / Referee Verify Entries: Before Heat Sheets are Printed End of Prelims After Each Relay in Finals After Last Relay Event Before Printing Final Events No Swimmer May Scratch an Individual Event to Swim a Relay Some Championships, Like District Champs, are Timed Finals These Meets Must Have Entries Checked as if a Final.

  17. Uniforms See Rules Book for Full Rules Read Carefully, Logos Count! Swimming / Diving Uniforms Consists of Suit and Cap Only Girls - Suits Consist of One-Piece Suit, No Zipper (Watch for Water Polo Suits), Not Below Knees, Covers Breasts and Buttocks, May Not Extend Beyond the Shoulders or Cover the Neck. Wording on Decency Changed for 2023-2024. Too Subjective. Boys - Not Above the Waist, Not Below Knees, Covers Buttocks, Boys May NOT Wear a Girl s Suit. Suits May Extend to Ankles and Beyond Neck for Religious Purposes Only. Referee is to Notify Gloria Schuldt or TISDO Rep with Questions/ Concerns on Religious Suits. Let Them Swim! Two Caps May be Worn, but if the Outer Cap Comes Off, the Remaining Cap Must be Legal.

  18. Uniforms If Illegal Attire is Noted Prior to Event, Referee Notifies Coach and the Participant is to Make the Uniform Legal Before Competing. Mention This in Coaches Meeting. If a Swimmer Steps on the Block in Attire that is Not Considered Legal, Swimmer is Disqualified AFTER Completing the Swim and Reported to Coach. Swimmers May Make Uniform Legal at the Blocks Before Stepping Up Without Delaying the Meet. (Remove Drag Suit, Turn Cap Inside Out.) Turn Judges, Starter, Deck Ref, Timers May Look for This. WE WANT KIDS TO BE ABLE TO SWIM NOT DQ THEM!

  19. Uniforms Tatoos - Allowed Unless They Are Inappropriate/Vulgar. Band-Aids - May be Worn for Injury Only. Tape Kinesiotape or Other May be Worn for Injury with the Proper Documentation Provided to the Referee. Proper Documentation Shall Come from a Medical Doctor, Chiropractor, Advanced Practice Nurse, or School Trainer. There is No Date Required for the Documentation. Goggles FORM and Other Brands with Digital Projection not legal. Produces Digital Information to Swimmer in Lens. Announce at Coaches Meeting Prior to Meet. Watches are Not Allowed.   20. Unsportsman-Like Conduct See Examples Page 32. Athlete is Disqualified From ALL Further Competition. Section 6 Art. 1 Taunting Note pg 32 Non-Participating Team Member Entering the Pool. See Page 32 and Situation pg 35, 3.6.4 No Deck Changing No Shaving on the Premises Ref or Official Must See It Personally Disqualified from Further Competition (All Finals Included) Conduct Should be Discussed in Coaches and Captains Meetings.

  21. Unacceptable Conduct NFHS has Seen an Increase in the Use of Profanity which is covered by Rules 3.6.1 and 3.6.2. Beginning of Book Points of Emphasis, Page 32 - 33 Art. 2 Conduct the Referee Deems Unacceptable Profanity, Whether Directed as Another Person or Any Action Which Could Discredit and Individual or School, the Swimmer is Disqualified From the Event or Their Next Event Whichever is Appropriate to Action. Regardless of Who the Profanity is Directed At, It Must be Dealt With by Referee to Coach. Beginning of Book Point of Emphasis, 3.6.2 A Pg 33 Art 4 Penalties 1 2 -3 Entering the Pool Non-Participating Team Member Entering the Pool. See Page 33 and Situation pg 35, 3.6.4 Exception Pg. 35 Situation B 3.6.4

  22. Other Conduct Violations Unruly Spectators The Referee Asks for the Administrator/Meet Management to Take Care of the Disruption. The Meet is Suspended Until the Unruly Spectator Leaves the Premises. Pg 35 3.6.3 A Photographers Allowed Position Designated Prior to the Meet, but NOT Behind Swimmers on the Blocks or Behind Referee and Starter. (Beyond Backstroke Flags) Beginning of Book Points of Emphasis No Tobacco Products or Vaping Allowed to be Used on the Premises.

  23. Officials and Their Duties Referee May Also Be Starter if Necessary (Sometimes May Be Alone) Turn/Finish Judges May Also be Stroke Judges as Assigned by Referee In Championship Meets, there is a Meet Committee Appointed. The Committee Covers Areas not Clearly Covered in the Rules Book. In Other Matters, the Referee s Decision is Final. No Electronic Review is Allowed

  24. Officials and Their Duties Official Attire for Texas: Khaki Pants or Skirts (Shorts for Non-Championship Meets May be Allowed (Check with Referee.) Skirts/Skorts Allowed for Women White Polo for Prelims Navy Polo for Finals Mostly White Tennis Shoes Whistle Worn by Referee Only Keep One in Your BAG It Could Be You! Clip Boards / Heat Sheets Only Needed by Starter & Deck Ref (Avoiding Reading on Deck- Writing Kids Times!)   25. Officials and Their Duties By the Book:Pg 36 The Referee > see page 38 40 May Have to Do It All! Establishes Jurisdiction The Starter see page 41. May also be the Deck Referee if Necessary. Practice with Starter as You Work Meets. Watch Inflection. Don t Be Afraid to Stand Heat. Stroke Inspectors Raise Hand Immediately Upon Seeing Infraction. Do Not Point or Hold Up Fingers for Infraction. Have Jurisdiction From End Wall to End Wall. See page 41 - 42 Turn Judges / Finish Judges Observes the Last Stroke Into the Turn, the Turn, and the First Stroke After the Turn. That Official May Also Call Strokes or of Pool If Assigned. Pg 42 - 43 Before Meet, be Clear on Jurisdiction and Method to Communicate Calls.

  26. General Duties Raise Hand Promptly When a Violation is Observed Except for False Starts. Referee Should Verify that the Official s Hand was Raised Promptly. Do Not Point to Swimmer or Hold up Fingers for Lane. DQ Will Still Count but Inappropriate Way to Make Call. (Discuss Communication in Officials Meeting with Referee) Dual Confirmation in Writing for False Start is Required If a Starter and Deck Referee are Present. The Head Lane Timer is the Timer Writing Times. This Person is Responsible According to NFHS for Counting Laps in the 500. Most Places in Texas Use the Protocol To Have the Starter Counting. Some Use Both! Pg 44 Rule 4 -9 Art 2 Most Dual Meets Now Have Only 2 Officials Present This is Why Officials Must be Certified to Work All Positions for High School Swimming.

  27. Referee The Referee Pg 38-39 Head Official for the Meet Supervisory Position, Make Assignments & Jurisdiction Broad Authority and Responsibility for All Aspects of the Competition Work Collaboratively with Administrators, Staff, Coaches and Others to Ensure Fair and Equitable Conditions of Competition are Maintained Within the Rules. Has Clerical Authority Always Check Results and Sign within 1 Hour Appoint a Meet Committee Usually at Championship Formats (Protocol: Usually 1 Boys Coach, 1 Girls Coach, a Boy Swimmer, a Girl Swimmer, 1 Experienced Official) Conduct Coaches Meeting (Mandatory) / Captains Meeting (Optional) Complete Any Reports

  28. Officials and Their Duties Relay Takeoff Judges Pg 42-43 Position on Starting End of the Pool with One Official On Each the Side of the Pool (2 Officials Used) to Observe the Feet Leaving the Blocks Then the Part of the Swimmer Touching for the Finish of Their Leg of the Swim For 4 Relay Take Off Officials - Position is One Official on the Outside Looking Inward, and One in the Middle Looking Outward. Both Mark the Relay Slip WITHOUT Discussion. If the Marks Match, the Relay is Disqualified. These Slips are to be Turned-In to be with Final Results and May Be Checked By Inquiring Coaches Usually Only the Outside Official Raises His / Her Hand AFTER the Last Relay Swimmer Enters the Pool. If No Dual Confirmation, the Official Shall Raise His/Her Hand Upon Early Take Off Being Observed Officials Observe that Swimmers 2,3,4 Have at Least One Foot in Contact with the Ball of Their Foot in Front of the Wedge During the Take Off (In Front of the Wedge) Written Confirmation is Used for Dual Confirmation Referee and Starter May Serve as Relay Take Off Officials

  29. Meet Management Order of Events pg 45 Diving May be Held Before the Meet, During the Meet After the 50 Freestyle as Event 9 & 10, or After the Meet. There Shall be a Break After the 50 Freestyle of 15 Minutes with the Pool Open for 10 Minutes of Warm Up Unless the Coaches Agree to Shorten It, Even if There is No Diving. Pg 46 Art 3 Swimmers with Identical Times are Seeded by Lot. There Shall be a Minimum of 3 Competitors in a Heat. Swim Offs Swimmers with Identical Times Shall Be Positioned in Finals Lanes by Draw. If There are More Swimmers Than Places in Finals, There Shall be a Swim Off to Determine the Qualifiers. A Swim Off Should Be Conducted No Later Than 45 Minutes After the Last Swim of Any of the Participating Swimmers. Pg 51 Art 4 Only One Counter May be at the Turn End of the 500 Free. By NFHS Rules, Book, Remaining Swimmers are to Be in the Team Area. Pg 30 3.4 Situation A

  30. Meet Management The Swimmers Competing in the Swim Off Shall Have a 25 Minute Period Between the End of the Swim Off and Any Other Event They Will Swim. If a Swimmer is DQ'ed or Fails to Compete in a Swim Off, That Swimmer Takes the Lower Position. For Relay Swim Offs, Any of the 8 Swimmers Listed on the Relay Card May Participate in the Swim Off Unless It Violates the Number of Events Swum in the Meet. Alternate Qualifiers Shall be Used Provided It Causes No Delay in the Meet. pg. 51 Art 5. Alternates are Used Only for Consolation Finals. Alternates May Not Move From 17th Place to Top 8 Unless Time Permits; Heats May Be Re-Seeded. Pg 52 5.4.5 Sit A Alternate Qualifiers with Identical Times Shall be Selected by a Swim Off Unless the Tied Alternates Agree to an Order by a Draw. Times Achieved in a Swim Off are not Used for Seeding in Finals or Consolations.

  31. Scoring Digits Representing Thousandths are Dropped with No Rounding. In Manual Timing, If Two of Three Watches Record the Same Time, That is the Official Time. Otherwise, the Middle Time is the Official Time. At Least One Manual Time for Each Line Should Be Used in All Meets as a Back Up Time, and It is Used Only When There is a Malfunction. A Probable Malfunction Occurs When There is a Difference of .3 Seconds Between Automatic and Back Up Times. The Pad Time is Official If There is No Evidence of a Malfunction. pg.54 If the Order of Finish of Two Judges Agrees, That is the Official Order of Finish Regardless of Times. pg. 56. (Deck Referee and Starter Get Finishes) See Page 55 for Scoring in Dual Meets, Double Duals, Triple Duals (A vs B, A vs C, B vs C). See Page 57 - 58 for Scoring for Multi-Team Meets Such as Invitationals. For Suspended Meets, the Meet is Resumed at the Point of the Suspension Using the Score and Entries from the Point Where the Meet Stopped.

  32. Swimming Events General Starts Pg 59 - 63 Protocol: Referee Gives 4+ Whistles to Prepare Heat / Starter Announces Event # - Name of Event- Heat # / Referee Gives 1 Long Whistle for Official Start of Event / Starter Speaks Take Your Mark Uses Starting Beep Forward Start Shall be Used with at Least One Foot at the Front Edge of the Block for All Events Except Backstroke. ( Stand and Adjust Feet If Starter Sees Foot Not on Front Edge After Command Foot Does Not Need to be There Before the Command, Take Your Mark. ) Swimmers May Start in the Water with the Permission of the Referee by Stepping Feet First Into the Water and One Hand in Contact with the Wall. Backstroke Start May Not be Used Except in Backstroke. Swimmers are to be Stationary at the Start (Not Motionless.) Races are Not Recalled for a False Start. If Inadvertently Recalled, the False Start Still is Called If Verified. False Starts Pg 61 Dual Confirmation of Starter and Referee At the command, Stand swimmers Stand but Do Not Leave the Blocks. If Swimmers Enter the Pool, and One Was the No-Stationary Swimmer for Which the Command to Stand Was Given, Only That Swimmer Can be Disqualified with Dual Confirmation.

  33. Freestyle Pg. 65 Any Body Position, Stroke, Kick, or Combination May be Used Except in the Freestyle Portion of the Individual Medley or Medley Relay Where a Legal Form of Any Other Stroke May Not be Used. ( Lochte Turn When the Swimmer Leaves the Wall on the Back With Propulsion Kick, Pull, Or Stroke.) Turn/Finish Requires Any Body Part to Touch the Wall. Surface at or Before the 15 m/16.4 yd Mark Which is Observed with No Re- Submerge Except On Turns and Finishes. Swimmer May Stop, Stand, and Push Off the Bottom or Wall with No Advantage Gained (pg 34, 3.6.2, F). Swimmer Who Misses the Wall May Scull or Swim Back and Touch Before Continuing the Race to Finish. Possible DQs: False Start / 15 M Mark Violation / Missing the Wall / Walking or Pulling on Lane Line / Not Finishing and Exiting the Pool Early

  34. Backstroke Pg 63-64 Any Stroke While on the Back is Permitted. At the Vertical = Shoulders Perpendicular to the Water/Ceiling, on Side but Not Further Towards Stomach Swimmers Remain on the Surface on the Back Unless Executing a Turn. (No Flip Turn is Required. P 64, Pg 66 Situation 8.2.1 C ) The 15 Meter/16.4 Yard Mark Shall be Observed at the Start and the Turn. Some Part of the Head Must Break the Surface and Not Re-Submerge. The Swimmer May Now Re-Submerge at the Finish If Past the Flags. Pg 64. Backstroke Start Swimmers Enter the Pool Feet First (Or It is a DQ for False Start), Feet/Toes Shall Not be Above the Edge of the Pool or Above or Curl Over the Gutter. Swimmers May Skull Back On the Back If the Turn is Missed. Possible DQs: False Start / 15-M Violation / Turning Before Flags / Multiple Strokes Into Turn on Breast / Leaving the Wall on Breast / Turning Over to Breast at Finish Before Touch

Breaststroke Pg 64 Body Remains on the Breast Except When Turning Stopping and Being Vertical is a DQ (Such as Goggles Being Fixed) On Start & Turn, One Stroke/ Pull to Hip Line Followed by One Kick. First Kick on Start and Turn May be One Dolphin Kick, Initiated Any Time Before the First Breaststroke Kick. Dolphin Kick Watch for Bending of Knees Not Undulation. Some Part of the Head Must Break the Surface Before Hands Turn In at the Widest Part of the Second Pull (1-1/2 Arm Pulls) and Once During Every Stroke Cycle.   36. Butterfly Pg 65 Body Must Remain on the Breast Except During Turn. One Underwater Arm Pull Under Water Not Necessarily in the Horizontal Plane, Head Must Break the Surface by the 15 M/16.4 Yds. Mark Arm Pulls Must be Simultaneous, Pull Backwards Then Recover Simultaneously Over the Water. Over the Water Does Not Mean There is a Gap Between the Arms and the Water, Any Non-Simultaneous Motion is a DQ. Kick Requires Legs Move Up and Down Simultaneously in the Vertical Plane but Not Necessarily in the Same Horizontal Plane (Height). Alternating Up and Down Movement is Not Permitted. Turn: Requires 2-hand, Simultaneous Touch not Necessarily in Same Plan, Then Any Manner of Turning is Permitted; Shoulders Shall be at or Past the Vertical Towards the Breast When Feet Leave the Wall; Body Must be on the Breast Before the First Arm Pull. Possible Violations: False Start / 15 M Violation / Kick not Simultaneous / Arms Not Simultaneous / Stroke Cycle Out of Order / Head Not Breaking Surface During Each Stroke / Underwater Recovery / One-Hand Touch / Non-Simultaneous Touch / Leaving the Wall Without Body at Breast or Past Vertical Towards Breast.

Swimmers May Not Initiate the Movement by Running Up From the Deck. Lead Off Times Count as Individual Times Unless Disqualified for That Event, Even if the Relay is DQ ed Unless the DQ is for Non-Sportsman-like Conduct or Entry Rule Violation Occurs ( Art 7 / pg 70 b, Comment Pg 71 Situation A & B 8.3.7 ).
