Educating Homeless Children and Youth Program (1) Educating Homeless Children and Youth Program (1) The McKinney-Vento Homeless Assistance Act (McKinney-Vento Act) is federal legislation that ensures the educational rights and protections of children and youth experiencing homelessness It requires all LEAs to ensure that HCY have access to the same free, appropriate public education, including public preschools, as provided to other children and youth

Educating Homeless Children and Youth Program (2) Educating Homeless Children and Youth Program (2) The CDE receives approximately $12 million from the ED to support the EHCY Program Through a competitive grant process, 121 LEAs have been awarded EHCY funds for the 2021 24 school years Funds can be used to carry out the provisions of the McKinney-Vento Act, such as: oIdentification, enrollment, transportation to and from school of origin

  7. ARP Homeless Children and Youth Funds (1) ARP Homeless Children and Youth Funds (1) Section 2001(b) of the ARP required the ED to reserve $800 million from the $122,774,800,000 for the ESSER Fund to support the ARP-HCY fund California s allocation of the ARP-HCY is $98 million

ARP Homeless Children and Youth Funds (2) ARP Homeless Children and Youth Funds (2) ARP-HCY is comprised of two allocations: ARP Homeless I and ARP Homeless II oARP Homeless I will be distributed to the 2021 24 EHCY grantees using a per pupil allocation, and 25 percent of the ARP Homeless I will be used for state-level activities oARP Homeless II will be distributed to LEAs after the CDE receives additional guidance from the ED in Summer 2021

ARP Homeless Children and Youth Funds (4) ARP Homeless Children and Youth Funds (4) ARP Homeless I Funds can also be used to: Provide in-person instruction Offer enrichment programs, including spring and summer learning Award contracts to community-based organizations to identify and provide wraparound services to historically under-identified populations

ARP Homeless Children and Youth Funds: SEA Plan (1) ARP Homeless Children and Youth Funds: SEA Plan (1) The ARP-HCY funds require SEAs to submit a plan explaining how the SEA will use the funds to do the following (summary of requirements): oProvide training, technical assistance, capacity building, and engagement at the State and LEA levels; oSupport LEAs to increase access to summer programs and wrap-around services, especially LEAs who have not received an EHCY subgrant in the past to ensure these LEAs are well-prepared to utilize the funds provided in ARP Homeless II;

ARP Homeless Children and Youth Funds: SEA Plan (2) ARP Homeless Children and Youth Funds: SEA Plan (2) Use State-level activities funds to award subgrants or contracts to community- based organizations in historically underserved populations and connect them to educationally-related support and wraparound services; and Encourage LEAs to award contracts to community-based organizations to help identify and support historically underserved populations experiencing homelessness

Elementary and Secondary School Emergency Relief III Fund (1) Elementary and Secondary School Emergency Relief III Fund (1) Enacted on March 11, 2021 through the ARP Act of 2021 Nearly $122 billion ESSER III: oCalifornia allocation = $15,068,884,546 (90 percent to LEAs = $13,561,996,091) oThis does not include the HCY Fund Grant

ARP ESSER III SEA Plan (1) ARP ESSER III SEA Plan (1) Requires SEAs to complete an ESSER III State Plan, necessary to receive remaining third of available funding, including all set asides Developed in meaningful consultation with stakeholders, including specified groups Provide the public opportunity to provide input and take that input into account (public comment)
