  2. What are the Terms of References of the IWG? The IWG was requested to: review existing policy, implementation & institutional coordination frameworks, including partnerships on drought preparedness & response. consider options for appropriate policy, advocacy & implementation measures at all levels for addressing drought effectively under the Convention. carry out the task in the context of a wider holistic & integrated approach to disaster risk reduction. prepare an interim report for consideration by Parties at the 19th session of the Committee for the Review of the Implementation of the Convention.   5. What is being discussed on Monitoring & Early Warning? How to enhance global efforts for drought monitoring & early warning at the local, national & regional levels (including land & ecosystems management). The need to ensure monitoring products be both useful/usable for decision makers, media & the public. The means to harness modern technology (AI, mobile & remote sensing) & the role of traditional knowledge. How to improve information collection & monitoring of drought impacts (not only hazards!). Ensuring better (two way) communication & coordination (for & from users not connected to the internet). Slide no 5

  6. What is being discussed on Vulnerability & Needs Assessment? Identifying the key barriers/challenges in addressing drought vulnerabilities & the potential for practical measures to cope with drought (based on survey conducted with 42 countries) Exploring the possibility for high-level drought vulnerability assessments that could be proposed for use by the UNCCD (for ex. IPCC, UNDRR and WEF, countries). The need for assessing the systemic effects of land degradation in deepening drought exposure, vulnerability and risk (and vice versa). Slide no. 6

  7. What is being discussed on Resources & Incentives? Exploring options on how governments can provide incentives for communities & private sector actors to manage drought risk mitigation and response measures. Assessing current gaps by considering the available body of evidence on the effectiveness of current economic instruments & financing mechanisms. Identifying innovative financing instruments for addressing drought including: Insurance products, bonds and microfinance; Economic stimulus, de-risking investment, banks & private finance Drought funds & business cases for public and private contributions Slide no. 7

  8. What is being discussed on Policy & Governance? Considerations of the scope for heightened global commitment to address and the steps that could be needed to build consensus. How to ensure the UNCCD strengthens regional & global level capacity building, networks, and collaborative centers through increased cooperation & technical exchange. National policy frameworks & governance issues within countries how can countries making drought plans implementation inclusive and effective? What are the barriers? How can they be overcome? Slide no. 8

  9. Guiding Question The IWG members request further guidance of Parties on how they can substantiate the discussions and the next steps in order to facilitate decision making at COP.15. Slide no.10
