Program Description IBCOI promotes quality and effectiveness of online instruction through assessment of knowledge and skills in TECHNOLOGY plus PEDAGOGY IBCOI will drive quality and consumer confidence in online learning and help schools gain credibility, funding, sustainability. All certificants will take rigorously developed, valid and reliable assessment of LMS-competency combined with proven pedagogy Certification will help online schools, online programs of brick and mortar schools, MOOCs, etc attain and maintain their accreditation through American Council of Education, Higher Ed consortia, Distance Ed Training Council Schools can create their own training programs, or MED programs at other universities, or independent training providers 9/19/2024 3
3. Program Strategy ICBOI will verify that candidates can skillfully combine TECHNOLOGY with PEDAGOGY ICBOI will define minimum eligibility requirements would be a Bachelor s Degree and completion of a Online Learning Training Program from an ICBOI-approved provider 9/19/2024 4
4. Target Market DISTANCE ED NEEDS MORE CREDIBILITY. Employers of online instructors: Distance Ed schools and universities, brick and mortar accredited colleges with online programs; MOOCs; other providers of online instruction. Employers can have greater confidence in quality of their online instruction WHICH will promote greater retention and learning outcomes among their students Accrediting bodies of those online learning institutions: American Council of Education, Middle States and other consortia, Distance Education Training Council, other international accrediting bodies. Federal oversight: increased teacher quality will improve perception of distance ed as legitimate recipient of federal funds and student loans (i.e. on par with brick and mortar) Employers looking for additional confidence in online degrees and training programs for potential employees 9/19/2024 5

Delivery Plan IBCOI recruits industry experts and SMEs to be on its Board (content and industry experts, i.e Sebastian Thrun, Martin Bean, LMS providers etc) Test development and delivery will include demonstration of technology and pedagogical skill in using universal features of Learning Management Systems Initial certification delivered through global network of physical test centers where candidate will be monitored in person, ID will be verified Completion of certification will require online proctored, performance- based in which teacher candidate must deliver live instruction in simulated classroom environment Passing candidates receive online verifiable digital badge that can accompany them in their teaching 9/19/2024 6

Marketing Plan According to the National Center for Educational Statistics, there are tens of million of students enrolled in distance ed courses globally FASTEST GROWING SECTOR OF EDUCATION Focus on largest providers of online learning and distance ed: University of Phoenix; Western Governors; Arizona State University; Capella. Middle-tier brick and mortar universities with distance ed programs (i.e. Boston University, University of Washington, etc) MOOCs: edX, Coursera, Udacity; Lynda; Khan Academy Advisory Board will include industry providers, thought-leaders, business leaders: Technology leaders in LMS development: Blackboard, Pearson, Canvas, Moodle, etc. Higher Ed and MOOC leaders: Martin Bean, Sebastian Thrun, Anant Agarwal, Salman Khan, Andrew Ng (Coursera) Business Roundtable of employers who hire graduates of distance ed 9/19/2024 7
