General rules on official controls Legal background (EC) Competent authorities shall perform official controls on all operators regularly, on a risk basis and with appropriate frequency taking account the identified risks associated with: animals and goods; the activities under the control of operators; the location of the activities or operations of operators; the use of products, processes, materials or substances that may influence food safety, integrity and wholesomeness, or feed safety, animal health or animal welfare, plant health or, in the case of GMOs and plant protection products, that may also have an adverse impact on the environment

General rules on official controls Legal background (EC) Competent authorities shall perform official controls on all operators regularly, on a risk basis and with appropriate frequency taking account any information indicating the likelihood that consumers might be misled, in particular as to the nature, identity, properties, composition, quantity, durability, country of origin or place of provenance, method of manufacture or production of food; operators past record as regards the outcome of official controls performed on them and their compliance with the rules

General rules on official controls Legal background (EC) Competent authorities shall perform official controls on all operators regularly, on a risk basis and with appropriate frequency taking account the reliability and results of own controls that have been performed by the operators, or by a third party at their request, including, where appropriate, private quality assurance schemes, for the purpose of ascertaining compliance with the rules any information that might indicate non-compliance with the rules

  6. General rules on official controls Legal background (EC) official controls means activities performed by the competent authorities, or by the delegated bodies or the natural persons to which certain official control tasks have been delegated

  7. The flow of implementation of official control plan Plan vs. Resources Situation analyzis needed for the first decision. The question is wheter the CA have enought resources (not only human resources) to implement offical control plan and to ensure the appropriate performance of offical inspections? If the answere is YES, than you are happy and I finish my presentation! If the answere is NO, than we have to continue.

  8. The flow of implementation of official control plan Plan vs. Resources Review the situation regarding available resources and the lack of resources using for example SWOT analysis Determined Strengths, Weakness, Opportunities, Threats (from outside) should be listed.

  9. The flow of implementation of official control plan Plan vs. Resources; risk management Identify all possible risks which could cause the weaknesses and threats regarding resources of CA. Put its into the following groups: Risks can be eliminated Result of the risk can be decrease Risks which you have to tolerate

The flow of implementation of official control plan Plan vs. Resources; risk management Identify the necessary or possible measures to eliminate or to decrease the effect of the determined risks. Example: Identified weakness lack of human resources Identified risk sallary is few, because of low budget of CA Possible measures delegate official tasks to delegated body

Workshop SWOT and risk management 1st excercise: preparation of SWOT regarding the CA; try to list approximatelei 3 examples for each category (Strengths, Weakness, Opportunities, Threats ) 2nd excercise: Identify some risks which could cause the determined weakness 3rd excercise: Identify the possible measures regarding the listed risks
