Thematic Working Group for Libya Flood Responses held a meeting on 17 October 2023 to discuss coordinated responses, targeting needs and damage assessments. Updates and documents published by partners after 10 October 2023 were shared, including reports from SRSG Abdoulaye Bathily and various agencies. Coordinated efforts included providing food baskets and targeting strategies for affected areas in Libya.

Needs/Damage/Market assessments FAO FAO supports Libyan partners in floods damage and impact assessment in the Eastern region of Libya : https://www.fao.org/neareast/news/view/en/c/1653139/ USA: Data Friendly Space - Libya Hurricane Daniel: Situation Report 5 - 12/10/2023 https://reliefweb.int/report/libya/libya-hurricane-daniel-situation-report-5-12102023 WFP: Rapid Market Functionality Index (MFI) Assessment (to start on 18/Oct/2023) The MFI is aquantitative tool designed to benchmark marketplace functionality in the following nine dimensions: 1) Assortment, 2) Availability, 3) Price, 4) Resilience of supply chains, 5) competition, 6) infrastructure, 7) service, 8) food quality, and9) access and protection. The Rapid (Reduced) MFI assessment looks at four dimensions.

  7. AOB: 3W & Biweekly Humanitarian Updates 1. The inter-thematic coordination working group (ITWG) will from this week on take place once a week on Mondays at 10:30am. 2. In agreement with the Humanitarian Coordinator, humanitarian updates will from now on be issued once a week (Tuesdays). 3. The Head of OCHA s Benghazi office Hazem Al Junde (aljunde@un.org) will lead on all matters related to field coordination, including local coordination meetings: to discuss all matters related to field and missions: Derna (Mondays or Tuesday, tbc).

  8. A.O.B. Weekly Humanitarian Updates Food Security Questions for the Narrative (NO RESPONSE UPDATES) UPDATES FOR 17 October update ADDITIONAL UPDATES? 1. NEEDS: Further assessment results / analysis per location, new market developments? In coordination with the Cash & Market Working Group, WFP developed the set-up and data management platform for the rapid market functionality index assessment. The market functionality index will be utilised to determine whether the market functionality in the flood-affected cities is strong enough to resume cash-baseed transfers as the modality to provide food assistance to flood-affected people. 2. RESPONSE: Any progress on activities? WFP finalised its plan for the second cycle of food assistance to over 40,000 flood-affected people across 12 districts for 17 - 21 October. FAO organised a training workshop on collecting and managing quantitative and qualitative field data for 12 local stakeholders. The training was hosted by the Agricultural Research Centre in Al-Bayda in collaboration with the Ministry of Water Resources and the Ministry of Agriculture and Livestock.
