  2. The challenge on meeting Mental Health Demand in Policing There comes a point where we need to stop pulling people out of the river. We need to go upstream and find out why they re falling in. Bishop Desmond Tutu Prevention is far better than cure. Mental health crisis is often preventable and avoidable. Drivers and Influencers for our Thematic Review (Scotland) Anecdotal and as yet unquantified demand on Policing Only 20% of 3.4 million contacts and 1.5 million incidents results in a crime. 40% of persons in police custody report to be suffering from mental health issues . Other relevant publications and sources from England and Wales Mental Health Crisis Care Concordat 2014 The Mental Health Crisis Care Concordat is a national agreement between services and agencies involved in the care and support of people in crisis. It sets out how organisations will work together better to make sure that people get the help they need when they are having a mental health crisis. Independent Commission on Mental Health and Policing 2013 - Link Independent review commissioned by MPS to review the work of MPS with regard to people who have died or been seriously injured in police custody. Focused on the roles and responsibilities of the MPS in dealing with issues of mental health in custody, at street encounter and in response to calls made to police, including call handling processes when dealing with members of the public where there is an indication of mental health. 28 recommendations. College of Policing Authorised Professional Practice Mental Health 2016 - Link Provides guidance in E & W for police response to people with mental ill health, learning disability, developmental conditions, multiple needs relating to mental health and are mentally or emotionally vulnerable and require assistance.   6. Objectives and Outcomes of the Review? The intention is to consider the role of Police Scotland in relation to mental health in Scotland and to assess the state, efficiency and effectiveness of Police Scotland s provision of mental health related policing services, by assessing: How well prepared Police Scotland are to meet the needs of people who are suffering from poor mental health Whether the police response to mental health related demand impacts on the efficiency and effectiveness of the force in delivering other policing services Whether the force understand the demand associated with the provision of mental health related policing services The effectiveness of the force s collaborative working arrangements in relation to the provision of mental health related policing services The impact that the involvement of the police has on the person who is suffering from poor mental health 6 HM Inspectorate of Constabulary in Scotland www.hmics.scot

Inspection HMICS engages with collaborative inspections in many areas Adult support and protection (CI & HIS) Children at risk of harm (CI & HIS) Diversion from prosecution (HMIPS) Health care in custody (HIS) Ambition to do this jointly but first step is to understand the demands on policing and make a case for wider engagement 7 HM Inspectorate of Constabulary in Scotland www.hmics.scot
