  2. Ohio Midwestern state. Population = 11.7 million. Land area = 40,858 square miles.

  3. Ohio Breast and Cervical Cancer Project (BCCP) Background Provides breast and cervical cancer screening and diagnostic services for Ohioans at or below 300% federal poverty level (FPL). (State funds are used for 251-300% of FPL.) Clients are enrolled and navigated through four regional enrollment agencies (REAs). More than 700 provider organizations are enrolled and paid for services provided.

BCCP Clients Served The number of women served annually in Ohio s BCCP program increased in recent years, after a sharp decline several years ago resulting from the Affordable Care Act and Medicaid expansion. ODH BCCP now serves more than 6,000 women per year.   5. Possible Reasons for Increase in Women Served Eligibility expansion to 300% FPL effective July 1, 2019. Regional navigation through regional enrollment agencies system is not dependent solely on referrals from providers. Community clinical linkages. Quality improvement efforts to increase cervical cancer screenings.

  6. Navigation Through REAS Regional enrollment agencies (REAs) provide navigation services for all BCCP clients served each year (>6,800) plus the number of Medicaid treatment clients (currently 571). Includes enrolling all clients in BCCP, scheduling screening appointments, and requesting results. For clients with abnormal screening results, REAs schedule appointments for diagnostic procedures. If a client is diagnosed with cancer, the REA helps to complete a BCCP Medicaid application and submits it to Medicaid. REA works to get treatment plans to help the client maintain Medicaid coverage through the duration of treatment. Once a client completes treatment, the REAs work to schedule any necessary future breast and cervical cancer screening services.

  7. Cancer Diagnoses Through Ohio BCCP During the past grant year: 153 BCCP clients diagnosed with breast cancer. Two BCCP clients diagnosed with cervical cancer. 51 BCCP clients diagnosed with CIN (cervical intraepithelial neoplasia) II or III.

  8. Modernizing Ohios BCCP Process Ohio has worked with the four REAs to modernize methods of client enrollment and communication through the use of two tools: FormDr. Care Message.

  9. FormDr Provides everything needed to easily send and receive HIPAA compliant forms online. Sends clients forms to fill out on their phone, tablet, or computer. Has the ability to create and customize forms as needed. Allows patients to securely sign and submit completed forms directly back to the REAs regional account. Includes enrollment forms, consent forms, and income verification.

  17. Why FormDr and Care Message Matter Previously, hard copy forms had to be signed by clients and mailed back. The combination of FormDr and Care Message reduces the time it takes to enroll and recall clients.
