Build TVET College capacity for artisan development through MoU The DHET will: Assist colleges in accessing funding for artisan related programmes Provide support for colleges to have accredited Trade Test Centres status for both legacy and occupational qualifications Establish Artisan occupational qualification Implementation Working Groups Provide support for provincial WorldSkills South Africa competitions Assist colleges in developing workplace integrated learning programmes for placement of apprentices Participate in all Steering Committee meetings Schedule and implement artisan development capacity building processes in each province for all TVET Colleges in that province on a regular and continuous basis Ensure that all necessary National Artisan Development policies, criteria and guidelines as applicable to each TVET College and /or the Provincial Artisan Development Steering Committee are developed, distributed, implemented, monitored and evaluated Annually convene a multi-steering committee best practice workshop, that aligns to annual TVET colleges strategic and operational planning processes 6

Each TVET College in the province must: Participate in all Steering Committee meetings Implement all National Artisan Development policies, criteria and guidelines to the extent necessary Based on economic supply and demand for artisans, within each TVET College footprint, develop an artisan development strategy for the college that is aligned to the public TVET College annual operational planning systems and processes, inclusive of funding mechanisms Ensure that all the occupational trade programmes that are included in the strategy, as developed under section 5.1.2.3 of this MoU are included in the college annual strategic and operational plan and on Appendix A Formula Funding Grid of the National Norms and Standards for Funding of TVET Colleges Participate in and support Artisan Trade Occupational Teams Submit a list of artisan trades for which the TVET College would like to be accredited as a Trade Test Centre to the NAMB Implement and participate in occupational qualification working groups; inclusive of Centres of Specialisation Provide support to all candidates that wish to apply for a national trade test Provide support to Artisan Recognition of Prior Learning (ARPL) candidates Coordinate external moderation and performance monitoring of all accredited listed trade test centres within the TVET college footprint Coordinate and implement a multi stakeholder provincial artisan development workshop every second year at a TVET College in the province on a rotational basis as identified by the steering committee but supported by all the colleges in the province implement a Decade of the Artisan Event as per the national flagship advocacy programme as per the schedule from the Deputy Ministers office Implement artisan career advisory services as per the guidelines from Chief Director: National Artisan Development (INDLELA) and DHET career development services Jointly coordinate WorldSkills South Africa competitions within each province in collaboration with the national WorldSkills South Africa structure. 7
