Special Police Officers Units / Units in Tamil Special Police Officers Units / Units in Tamil Nadu to control Human Trafficking Nadu to control Human Trafficking Special Police Officers under the ITP Act the officers of and above the rank of Inspector of Police are special police officers (G.O.Ms. No.618) Two Special Units with Police Stations powers. The State government sanctioned 2 Special Units. (G.O.Ms. No.367 Home (Pol- XIV) AHTU in CB CID Headed by DSP Juristdiction through out the State. AVS in Chennai City Headed by ACP 8

Anti Anti- -Human Trafficking Unit ( Human Trafficking Unit (AHTU AHTU) ) AHTU formed as per the guidelines of the MHA ( Rc.No.96368/Trg.I/2009) This units attends to 3 aspects of trafficking: Prevention of trafficking of persons Protection of victims and Prosecution of the accused. As on date there are 43 AHTU in Tamil Nadu. 9

  10. Anti Child Trafficking Unit Anti Child Trafficking Unit ACTU formed as per G.O. Ms. No.169 Home Pol (XII) Dept. dt. 02.03.2017. It is a sub-unit of AHTU. Formed for the purpose of exclusively investigating cases Missing/Kidnapping/Trafficking of children. As on date 43 ACTU are functioning in various District/Cities. pertaining to 10

  11. ACTU ACTU Total number of cases of missing children investigated since its formation 45. Total Number of cases in which the assistance are being provided in tracing missing children 115. Total number of children traced by ACTU 66 (As on date). 11

  12. Special Juvenile Police Unit ( Special Juvenile Police Unit (SJPU SJPU) ) As per provisions of JJ Act -2015. This unit coordinates all functions of police related to children either as victims or perpetrators in coordination with Police, Voluntary and Organisations. Non Government 12

  13. Child Welfare Police Officer Child Welfare Police Officer As per provisions of JJ Act -2015. 1 Sub-Inspector in all Police Stations have been nominated as Child Welfare Police Officers. As on date 1338 trained Child Welfare Officers are available in all police stations. 13

  14. Nodal Officers Nodal Officers ADGP-CB CID is the nodal police officer to deal with human trafficking. IGP/Crime Nodal Police Officer for issues under the Juvenile Justice (Care and Protection of Children) Amendment Act-2006. 14

This strength is deputed from the existing police force ANTI CHILD TRAFFICKING UNIT formed on the orders of High Court in HCP No. 881/2016, Vide G.O.Ms.169, Home Pol (12), Dept. Dated. 2.3.2017 1 Inspector (sanctioned strength), 1 Sub Inspector, 1 Head Constable and 2 Gr I PCs from the existing strength CHILD WELFARE OFFICERS Vide Sec. 107 (1) of JJ Act 2015, SIs in all police stations have been nominated as Child Welfare Officers 15

Latest Trend of Human trafficking in Latest Trend of Human trafficking in Tamil Nadu Tamil Nadu Families including women, children migrate from states like Odisha, Chhattisgarh, Jharkhand and Bihar and neighbouring state of Andhra Pradesh for cheap labour. Movement of trafficking victims are more in the Northern districts of Tamil Nadu. The traffickers and middleman are technologically savvy. Use advanced method to lure young girls. 25

Proper security at Hospitals and public places to prevent child lifting. Close cooperation between the Police and NGOs. A holistic solution required to deal with Human Trafficking. Periodical training for police personnel. Effective enforcement of ITP Act. 26
