Ministry of Labour, Immigration, Training, and Skills Development established Skilled Trades Ontario (STO) to simplify and transform the skilled trades and apprenticeship system in Ontario. The process involves three phases: STO transition, planning for a mature state, and implementation of a mature state. Responsibilities include oversight, program design, administration of funding programs, apprenticeship registration, examination administration, compliance, and enforcement. STO functions include certification, trade equivalency assessments, public register maintenance, apprenticeship program establishment, research, inclusivity promotion, and diversity. Planning for STO's mature state service delivery and potential transition from MLITSD services are ongoing in the second phase.

Ministry of Labour, Immigration, Training and Skills Development On January 1, 2022, MLITSD established Skilled Trades Ontario (STO) as a Crown agency to replace the Ontario College of Trades, in order to simplify and transform the skilled trades and apprenticeship system in Ontario. The process is divided into three phases: STO transition Planning for mature state Implementation of mature state 1. 2. 3. 2 September 25, 2024

Ministry of Labour, Immigration, Training and Skills Development Phase 1 STO Transition January 2022 The first phase includes the formal establishment of Skilled Trades Ontario (STO), the initial launch of the STO portal and the continued transition of co-delivery with MLITSD for service delivery functions. Minister functions: Under the Building Opportunities in the Skilled Trades Act, 2021 (BOSTA), the Minister retains the authority to: Prescribe trades Classify trades as compulsory or non-compulsory Prescribe the scope of practice for trades Various other regulation-making authorities, such as ratios and exemptions MLITSD functions include: STO oversight Program design for funding programs and supports Administration of funding programs and supports Apprenticeship registration and issuance of Certificates of Apprenticeship Examination administration Compliance and enforcement via the appointment of inspectors 3 September 25, 2024

Ministry of Labour, Immigration, Training and Skills Development Phase 1 STO Transition (continued) STO functions include: Issuing, renewing, amending, suspending, revoking and reinstating journeyperson certification Undertaking trade equivalency assessments Maintaining the public register Establishing apprenticeship programs, including training standards, curriculum standards and examinations Promoting trades and apprenticeship Conducting research in relation to trades and apprenticeship Making recommendations to the Minister on trade prescription Promoting inclusivity and diversity in trades and apprenticeship 4 September 25, 2024

Ministry of Labour, Immigration, Training and Skills Development Phase 2 Planning for STO Mature State (current) The second phase is currently in progress, and includes: Planning for the mature state service delivery and potential transition MLITSD service functions to STO, which are expected to include: Apprenticeship registrations Exam administration Certification at the apprenticeship level The planning phase includes: Assessment of MLITSD-led functions Options for the mature state service delivery model Transition and operational planning As part of this phase, there will be ongoing expansion of the functionality of the STO Digital Portal, which at present includes: Apprenticeship applications (Pilot project) Client and sponsor access to training standard information for specific trades 5 September 25, 2024

Ministry of Labour, Immigration, Training and Skills Development Phase 3 Implementation of Mature State (2025) The projected timeline for STO to reach mature state is currently targeted for 2025. Subject to the relevant legislative amendments, STO will assume the following functions currently delivered by MLITSD: Registering Training Agreements between apprentices and sponsors under which an individual is to receive training in a trade required as part of an apprenticeship program Exam administration, including scheduling, invigilation and marking Issuing Certificates of Apprenticeship as proof of apprenticeship completions Receiving and responding to client service enquiries from prospective apprentices, existing apprentices and sponsors Full public-facing apprenticeship services including ongoing development and maintenance of the STO Portal 6 September 25, 2024
