Statutory Basis of Appointment Observers of the Election Commission of India are appointed under the powers conferred on it by Section 20B of the Representation of People Act, 1951 and the plenary powers available to the Commission under Art-324 of the Constitution of India. Statutory Role of Observer in counting process: Section 20B of R.P Act, 1951 confers the power to direct RO to stop the counting. However, the power to restart the counting lies with the Election Commission of India. They are the appointees of the Commission working under the superintendence, control and discipline of the Commission for the period from their appointment until the process of elections is completed. 2

  3. Objective of Election Observation ECI s Election observation system serves multiple purposes: Introduces an element of externality from within. Reinforces faith in the internal mechanism. Neutralizes the impact of possible partiality on the part of local machinery. Enables timely midcourse interventions. Enables inter-state learning process and facilitates adaptation of best practices and stabilizing of standard operational procedures. 3

Observers Schedule (General and Police Observers) General & Police Observers must reach the constituency positively by one day before the last date of nomination in order to commence their field duty from the last date of nomination . Get your local SIM number from DEOs as soon as you reach. Feed it Into the Observers Portal. Your phone number and place of stay should be advertised widely. Do NOT book yourself for return on the day after the poll as scrutiny of presiding officers diaries and form 17-A is done on that day, moreover your presence may be required for re-polls. Keep aside a specific time and place everyday for meeting candidates or representatives of Political parties to bring their grievance/suggestions to your notice. DEO and RO to advertise the venue and timing prominently. 4

  5. Observers Schedule (General and Police Observers) Observers must undertake extensive visits to Polling Stations specially in the remote areas to see the AMF and other polling preparedness . General Observers are required to stay in the Constituency(ies) till the Counting of Votes and declaration of results or as specified in their appointment order. Police Observers are required to stay in the Constituency(ies) till the completion of poll(s) and re-poll , if any or till as specified in their appointment order. 5

  6. Observers Schedule (Counting Observers) Counting Observers are required to reach the assigned Constituency(ies) 2(two) days before the date of counting of votes. Counting Observers must visit Counting Center(s) to ensure that the necessary arrangements have been made and submit Counting Arrangement report on one day before the date of Counting of votes. 6

  7. Observers Portal The link to observer portal is on www.eci.nic.in Please update your profile, your local mobile number and official mobile number on the portal. We will contact you on these numbers. Please upload your REPORTS on the portal. The report has to be typed on the portal. Alternatively you can also upload scanned copies. Please see the MESSAGE BOARD frequently. Please update your bank details Honorarium will be paid directly in your bank account based on these bank details. 7

Reports by General Observers Number of reports and timing of submission of the reports as given below: 1st Report Immediately after the withdrawal of candidature. 2nd Report on P-2 days[two days before the poll date] 3rd Report immediately after completion of poll 4th Report after the scrutiny of 17A, video, micro-observer s reports, presiding officer diary etc. with recommendation on re-polls 5thReport Immediately after counting of votes. Besides, any specific matter of importance can and should be reported by the Observer on need basis by fax/e-mail/portal/phone/SMS /Mobile. 8

Reports by Police Observer Number of reports and timing of submission of the reports as given below: 1st Report To be submitted on 2nd day of reaching the assigned District. 2nd Report To be submitted on 5th day of reaching the assigned District. 3rd Report To be submitted on next day of withdrawal of candidature upto 2 days before poll. 4th Report To be submitted immediately after polls are over. Daily Reports: From the next day after last day of withdrawal of candidature to one day before the poll Poll day Report To be submitted immediately after the completion of poll Besides, any specific matter of importance can and should be reported by the Observer on need basis on phone/e- mail/portal/fax/SMS. 9

Reports by Counting Observer Counting Arrangement Report (Part A & B) To be submitted on one day before the date of counting of Votes Report no. 5 To be submitted immediately after the completion of Counting of votes and declaration of result. Besides, any specific matter of importance can and should be reported by the Observer on need basis on phone/e-mail/portal/fax/SMS. 10
