  1. APEEEL1S SURVEY ON BULLYING AT EUROPEAN SCHOOL 1 Presentation of the survey results APEEEL1 Town Hall meeting, March 7th, 2024

  2. WHY A SURVEY ON BULLYING? APEEEL1 and its Working Group on Health, Safety, Security & Transport are overloaded with signals about bullying cases Some recent signals reveal a worrisome trend of groups Gather data and meaningful comments from parents, in order to get better understanding of the situation Get feedback from parents how the School handled or is handling cases of bullying and misbehaviour Present the results to all parties concerned, including the School s management, in order to discuss action and prevention Promote respect and good manners

  3. SURVEYS OUTCOME The APEEEL1 s Working Group on Health, Safety, Security & Transport conducted the survey in the period 8-22 December, 2023. A total of 635 families responded, which represents more than 1/3 of all families with children at European School 1! All levels were covered, i.e. Primary, Secondary and Nursery (respectively with 383/364/93 replies). The most represented language sections were FR, EN, DE, ES (respectively with 186/120/98/80 replies).

RESPONDENTS INVITED TO GET ACQUAINTED WITH DEFINITIONS: Harassment: any unwanted aggressive behaviour, physical or verbal (or even suggested), that makes a reasonable person feel uncomfortable, humiliated, or mentally distressed. Bullying/Mobbing: types of harassment. Bullying: aggressive behaviour meant to dominate, intimidate, coerce or harm another person. It refers to the coercion of power a single individual will performs over others. Mobbing: bullying performed by a group.

  5. ON THE POSITIVE SIDE Q Do you believe that the European School Luxembourg1 is a safe environment for pupils ? Q Do you think that the school allocates enough staff for security? 59% -YES 43.42% -YES 20.94% - NO 38.03% - NO 20% - OTHER 18.54% - OTHER Comments: >The size of the school is definitely a challenge. >More teachers are needed to observe pupils' behaviour during breaks! >As a parent I have no idea what goes on in the school to make it a safe environment, security guards, peer mediation ( ) how this works and is it effective, there is no communication to parents. Comments: >I don t know / Not sure / Cannot say. >Security: yes. Surveillance: no (not enough). >There is not enough presence of monitors or security staff in the playground / toilets / cantine. >In primary one part of the school yard is blocked. According to my child it is because there are no security staff available.

BUT WORRISOME RESULTS REGARDING BULLYING AND MISBEHAVIOUR 40% of respondents say their child was victim of misbehaviour (254 cases) 43% of respondents say their child also witnessed misbehaviour towards other kids. 88% of respondents say the cases were recurring (multiple) bullying/harassment occurring in common school areas. Comments: Responses mentioned physical attacks and psychological aggression, strangling, spatting, biting, hitting, pushing, destroying other pupils possessions, punching, forcing other pupils to fight with each other, calling racist names on a daily basis, humiliating, mockery.

  7. WORRISOME RESULTS AND IMPACT OF BULLYING AND MISBEHAVIOUR In half of the cases the perpetrators were acting in a group. In one case out of 3, the result was a light or serious physical injury. In almost half of the cases, it was deemed to cause serious psychological impact on the victim. Comments: Many respondents state that as a result of being victims or witnesses of bullying incidents and physical or verbal aggression, their children lost sleep or had sleep disorders, were afraid to go to school alone or at all, to certain classes, afraid of going to buy food in canteen, afraid of older pupils at school, etc. In some cases, the victim changed school.

  8. WHERE MOST INCIDENTS HAPPEN?

THE SCHOOLS REACTION AND SUPPORT OF VICTIMS OR WITNESSES Respondents are largely dissatisfied with the lack of transparency and communication from the school if and what measures were taken. 46% of respondents assess the school's reaction to such events as insufficient (no reaction or late reaction). 55% of respondents assess the cooperation by the school as insufficient. Perpetrators were identified in half of the cases, but the school provided timely information to parents about the event in only 7%. Only 13% of parents declare that victims received psychological support. 90% received no information about follow-up actions. Moreover, when measures were taken, they were deemed fully adequate in only 7% of cases. Victims' parents could not check the application of measures in 76% of cases, nor was this information made available to the school community (70%). Overall, parents were satisfied with harassment cases treatment by the school management in just 12% of cases.

  10. KIVA? Q Do you believe that the KiVa program is an effective method to handle students misbehaviours? 25.75% believe the Kiva programme is an effective method to handle students misbehaviours 30% of respondents say that it is not efficient 18.48% don t know KIVA 25.28% - Others >Heard about it but can t say what it is about or how efficient it is. >I am not aware of what the activities are in the Kiva program. It would be good to get some updates.>Maternelle and primary yes, secondary no. >It depends also on the values that are shared within the family. >Kiva educates and raises awareness among children. The main problem is how the adults deal with the whole situation. >Yes, but parents have to do their part in telling and showing kids how to be with others too.

  11. APEEEL1S ACTIONS Present the results of the survey to all parties concerned Meet with the School s management and request an action plan with deadlines Insist on more targeted training for teachers and educational staff to recognise and stop bullying Insist on clear rules and procedures communicated to all pupils and parents Identify actions for raising awareness among parents and pupils and prevention Recommend that parents report systematically on all bullying cases to APEEEL1 and its working group Invite parents to join the groups on HSST and Well-being (as external members)

AND RECOMMENDED REACTIONS 1) Take action at the first signs that your kid is victim of bullying 2) Report if you witness bullying on other kids (and tell your kids to do so) 3) Continuously give support and confidence to your child 4) Meet the teacher(s) and Educational Coordinator(s) 5) Try to identify the perpetrator(s) 6) In case of physical aggression, visit the doctor (medical certificate), file a complaint at the Police (113) 7) Email the School s direction / CPE, KIVA and the Parents Association at: Parents Association Secretariat office@apeeel1.lu WG Health, Safety, Security Transport wg_hsst@googlegroups.com
