Impact of Cyber/Charter Costs on School Budgets Over 10 Years

The 10-year history of SASD Cyber/Charter Costs reveals a significant increase, with total charter school tuition payments exceeding $2.0 billion in 2018-19 alone. This amount could cover the salaries of 29,700 teachers and surpasses spending on career and technical education programs. The costs associated with charter schools have grown substantially, raising concerns about accountability and financial impact on school districts. Specific data from Shamokin Area illustrates the financial burden of approximately $2 million on cyber-charter tuitions and the costs per student. School districts are legally obliged to allocate tuition payments to charter schools for enrolled students, even if they were never part of the district. Governance by privately managed boards poses challenges in oversight and accountability.

  2. In 2018-19, total charter school tuition payments (cyber and brick-and-mortar) were more than $2.0 billion. To put that into perspective, that would pay the average salary of 29,700 teachers and is more than 3 times what school districts spent on providing students with career and technical education programs. The cost of charter schools for school districts continue to grow. Since 2007-08, charter school tuition costs have grown by more than $1.4 billion, or 229.4% while charter school enrollments have only increased 112.9%. (Source: www.pacharterchange.org)

  3. In PA: 165 brick/mortar 15 cyber Totaling 137,000 Students in 18/19 Charter schools are governed by privately managed boards of trustees that vary in number and who may set their own rules of operation. Charter trustees may have little or no connection to or accountability to the taxpayers in the communities whose students they serve and may sit on multiple charter boards. (Source:www.pacharterchange.org)

  4. While it is true that the families of children who attend charter schools do not pay any tuition directly to the charter school, students attend charter schools at public expense. School districts are required by law to make a tuition payment to a charter school for every student residing in the school district who enrolls in the charter school. This includes students who enroll in a charter school and were previously home-schooled or attended a nonpublic school, even if the students were never enrolled in the school district. 7. WHAT CAN WE DO? Reach out to your local legislators to let them know it s time for cyber-charter funding reform. We simply cannot keep up with these growing costs and be forced to raise taxes and cut programs and services for our own students in order to pay millions of dollars to cyber-charter schools.
