What will make R2S work? Comprehensive Cohesiveness of implementation and among components of the law Focus on outcomes and data Ability to provided additional, out-of-box support Commitment to scaled-up, no holds barred implementation Commitment from all stakeholders in SC
Communication Original intent was to make certain coaches and teachers received information ground up through literacy specialists and R2S liaisons. Changed order at request of districts. All official communication is now in pdf format on SCDE letterhead.
R2S Advisory Group Replaces Reading Panel originally in legislation. Invitation went statewide on 11/4/2014. Online application was open until 11/19/2014. We are looking for 20 to 25 diverse, knowledgeable stakeholders who are committed to the improvement of student literacy in South Carolina. Rubric will be used to select.
1 Reading Plans State plan will be introduced in December and finalized by February 2015. District plans = Fall 2015 School plans = Fall 2016 All plans will need to be approved using SCDE- provided rubric. EIA reading funds will be tied to approval.
2 Third Grade Retention Third grade retention does not begin until 2017-18. The SCDE is aware of research around retention. Many other components will be in place by 2017-18, reducing the number of students who might be required to be retained.
3 Summer Reading Camps Begin Summer 2015. Required for any third grader who is not reading proficiently in at the end of the third nine weeks Guidance to districts will be provided in in January 2015. The SCDE is working to link this component with the SC Summer Reading Program.
4 Reading Interventions Must be in place 2014-15. The OST is collaborating with the Office of Special Education Services to establish support and guidance around interventions, including Response to Intervention. We are focused on classroom-based interventions and quality of interventionists. Light guidance will be issued with follow-up in 2015-16.
5 Literacy Competencies In August 2014, the SCDE released the South Carolina Literacy Competencies that describe what teachers need to know and be able to do in regard to reading and writing. Three sets of SC Literacy Competencies are found on the R2S website. These form the foundation for new in-service and pre-service coursework for all educators.
5 Read to Succeed Endorsements R2S Teacher R2S Requirement (Instructional) R2S Requirement (Non-Instructional) R2S Coach R2S endorsements cannot be added to SC licenses until after endorsement regulations have been changed and then revised. Add-Ons and Masters Degrees Educators earning a Literacy Teacher or Literacy Specialist add-on area of certification will automatically have the R2S Teacher endorsement added to their licenses. Educators earning a master s in Reading or Literacy will automatically have the R2S Teacher endorsement added to their licenses. The SCDE is currently discussing feasibility and procedures for grandfathering in licenses with the add-on or master s added prior to Fall 2015.

Offered as 12-credit hours of college coursework or 240 hours of professional development Course providers should choose two to three or more competencies from the indicated standard(s) in each course with the goal of assessing all elements within the indicated standard(s). 1. R2S Foundations in Reading (Standard 1 and 6) 2. R2S Assessment of Reading (Standard 3) 3. R2S Instructional Practices (Standard 2) 4. R2S Content Area Reading and Writing for Early Childhood and Elementary Teachers (Standards 4, 5, and 7)
R2S Requirement (Instructional) 3-credit hours of college credit or 60 hours of professional development Middle School (all content areas) Secondary (all content areas) PK-12 license areas Career and Technology Library Media Specialists
R2S Requirement (Inst) | In-Service In-Service Courses Courses must be aligned with the SC Literacy Competencies for PreK-Grade 5 Teachers and/or the SC Literacy Competencies for Middle and High School Content Area Teachers. Offered as 3-credit hours of college credit or 60 hours of professional development R2S Content Area Reading and Writing for Early Childhood and Elementary Teachers R2S Content Area Reading and Writing courses should focus on all standards in a given set. OR R2S Content Area Reading and Writing for Middle and High School Teachers Course providers should choose two to three or more competencies from the indicated standard(s) in each course with the goal of assessing all elements within the indicated standard(s). OR R2S Content Area Reading and Writing for Media Specialists
R2S Requirement (Non-Instructional) 3-credit hours of college credit or 60 hours of professional development Administrators Guidance (Elementary and Secondary) Speech Language Therapists School Psychologists
R2S Requirement (Non-Inst.) | In-Service Courses must be aligned with the SC Literacy Competencies for Administrators. In-Service Courses Offered as 3-credit hours of college credit or 60 hours of professional development R2S Content Area Reading and Writing courses should focus on all standards in a given set. R2S Content Area Reading and Writing for Administrators and Non-Instructional Staff Course providers should choose two to three or more competencies from the indicated standard(s) in each course with the goal of assessing all elements within the indicated standard(s).
Renewal Timetable for R2S Teacher License Renews Earn First Half (6 credit hours or 120 professional development hours) Earn Remaining Half (6 credit hours or 120 professional development hours) 2015 2015-2020 2020-2025 2016 2016-2021 2021-2026 2017 2017-2022 2022-2027 2018 2018-2023 2023-2028 Note: Any educator who has not earned a Master's degree must earn at least sixty of the required renewal credits (three semester hours) in a given cycle in graduate-level coursework to renew his or her current license (SCDE, 2014, License Renewal).
Renewal Timetable for R2S Requirement (Both) License Renews Earn 3 credit hours of college credit or 60 hours of professional development with Content Area Reading and Writing for Administrators and Non- Instructional Staff 2015 2015-2020 2016 2016-2021 2017 2017-2022 2018 2018-2023 Note: Any educator who has not earned a Master's degree must earn at least sixty of the required renewal credits (three semester hours) in a given cycle in graduate-level coursework to renew his or her current license. Educators who hold a Career and Technology Education Work-Based License exclusively are not required to fulfill the graduate-level coursework requirement (SCDE, 2014, License Renewal).
5 Course Approval All coursework intended to help educators earn the Read to Succeed endorsements must be approved. Courses can be provided by institutions, organizations, and/or vendors.
6 CDEP Readiness Assessment Kevin Fatica at (803) 734-8282 or kjfatica@ed.sc.gov CDEP provides funding, monitors 4K implementation, and supports quality programming with professional development. Start-up funding can be used across classrooms. DSS licenses classrooms and teachers, and monitors compliance with DSS regulations.
7 Teacher Preparation EPPs are required to have all initial licensees take a 6- or 12-hour literacy sequence beginning Fall 2016. Teachers should be graduating with the appropriate Read to Succeed endorsements by Spring 2020. All colleges and universities are being asked to review their coursework to ensure that they have embedded the SC Literacy Competencies.
8 Reading Coaches Funding was provided to elementary schools to hire reading coaches. The SC Reading Coach Institute is being offered to train those state-funded reading coaches. Further differentiation is being planned.
