The S-124 product specification development includes updating data models, datasets, and distribution processes. Key tasks such as NAVWARN types general and detailed work have been completed with submissions to GI Registry. Approval delays due to system glitches are noted, impacting the soft list and overall submission schedule. Adoption of S-100 Edition 5.0.0 by IHO affects compliance timelines. SECOM discussions and endorsement for data exchange with ECDIS are ongoing.

  1. S-124PT report WWNWS14 Geneva, Switzerland

  2. S-124 Product Specification development In general terms, a product specification consists of; Main document which describes the data model, the product/datasets and its distribution. Data Capture and Encoding Guide which describes how to make use of the data model to describe items that should be captured in compliant datasets. Feature Catalogue which is a machine-readable representation of the data model. Portrayal Catalogue which is a machine-readable set of instructions for how to portray data from compliant datasets. GML Schema which is a machine-readable set of rules for how to create and validate structure of compliant datasets. There are other optional components, but these are not targeted for completion in Edition 1.0.0 (e.g. data content validation checks).

  3. S-124 Product Specification development December 2021; task group working on the NAVWARN types general and detailed finished the work and submission to GI Registry started. 453 concepts have been made to GI Registry s Concept Register. 39 items have been registered in the Data Dictionary Register. took Elena 56 submissions to get all sub-attributes and enumerations due to the interface problems. Approval took several months due to a glitch in the system that doesn t allow Registry Manager to automatically accept submissions after 60 days. On September 13, 2022 the last concept was approved and September 14, 2022 the approval of the last supersession arrived. The submissions to the data dictionary register are now finalized. Soft list needs update to match the final submissions.

  4. Soft list List of proposed binding between typeGeneral and typeDetails. Acts as a recommendation for production tools to simplify the selection of warning details. See draft version of the soft list for more details.

  5. S-124 Product Specification development S-100 Edition 5.0.0 is in the process of being formally adopted by IHO. See Circular Letter 35/2022. Consequence of S-100 5.0.0 is that S-124 must comply and is dependent on the infrastructure. Latest estimate is that infrastructure can be ready in December 2022. This slows down development of all components of the product specification, but most impacted are the Feature Catalogue, GML Schema and Portrayal Catalogue. Best estimate is that in February 2023, S-124 can be submitted to HSSC for approval. WWNWS-Sc endorsement is needed before any submission.

  6. SECOM Defined by IEC 63173-2:2022 Discussed at NCSR9 and confirmed for further discussion at NCSR10. Unclear if NCSR10 will approve inclusion of SECOM in ECDIS Performance Standard. Communication between SECOM information services for data exchange relies on IP based web services. SECOM provides the means to push S-124 datasets right to the ECDIS. WWNWS14 is invited to endorse SECOM as the primary data link to transmit S-124 NAVWARN to ECDIS.

  7. Technical Service Description IALA G1128 - The specification of e-navigation technical services. MCP Consortium, SMA and University of Oldenburg in Germany support the development of a S-124 Technical Service Description. See WWNWS14-2-1-1-4 Describes how to set up a machine-readable S-124 service in the context of e-Navigation.

  8. Recommend that WWNWS-Sc endorse S-124PT work on S-124PT, recognizing that both chair and vice-chair of WWNWS-Sc are members of the project team, and permit S-124PT to submit S-124 to HSSC for approval to release as Edition 1.0.0 when S-124PT consider the Product Specification documents are ready. WWNWS is invited to note the report and comment as required.
