Healthcare Marketplace Under the ACA, healthcare exchanges (marketplace), are open in all 50 states The marketplace became operational on October 1, 2013; enrollment continues through April 15, 2014, with extensions allowed in some cases Visit this website: www.healthcare .gov, enter your state of residence, and follow the prompts for more information on coverage options and costs Subsidies available to eligible individuals and families may lower premium and out-of- pocket costs; must complete application

Healthcare Marketplace, contd Exchanges may offer only limited provider networks, including fewer choices of doctors and hospitals; plans are not portable The way the ACA was written excludes clergy and lay employees from accessing (qualifying for) subsidies if they participate in a Church health plan, such as the UCC plans The Pension Boards supports The Church Health Plan Act of 2013, Senate Bill 1164. The proposed legislation is under Senate Finance Committee review This Act offers the same subsidies to individuals who receive their coverage from the exchange or from church health plans

  7. 2014 UCC Health Plan Health insurance coverage will continue to be offered by the Pension Boards There is no increase in health plan rates in 2014 for UCC plans, includes Health, Pharmacy, Dental & Vision Benefit Plans Peace of Mind: Implementation of the ACA will have little to no consequence on participants who remain with the UCC health plan UCC health plans meet and often exceed the minimum value coverage requirements set forth in the law UCC plans are competitively priced, and include elements, such as capped out-of- pocket maximums and low deductibles, that help participants control costs

UCC Health Plan Offer Plan A (Gold/80%); Plan B (Silver/70%); Plan C (Bronze/60%) Low Individual/Family Deductible ($300/$600) to High ($1,000/$3,000) Out-of-Pocket Maximums from $2,000 (Individual) to $4,000 (Family) Comprehensive, robust schedule of benefits In and Out of Network Provider Benefits available Portability of Coverage Blue Cross Blue Shield: Nationwide vendor/partner for service & benefits Same schedule of benefits available in all Conferences/Associations/Churches Deductibles, out-of-pocket amounts carry over in event of relocation

Preparing for 2014 & Beyond Reflections for Churches/Employers Whether they will provide coverage for their employees or put them in a position of having to obtain coverage at the Marketplace How Marketplace plan benefits and total cost of coverage, including out-of-pocket expenses, taxes and fees, will compare to existing coverage Whether selected health plans meet applicable healthcare reform limits and rules Impact on Clergy call agreements regarding health insurance coverage
