Balcombe Neighbourhood Plan: Community Engagement and Development Strategy
In Spring 2012, Balcombe initiated a community-driven Neighbourhood Plan process through information sessions, issue consultations, and feedback gathering. The residents actively participated in identifying key concerns and priorities, shaping the objective and aims for the future development of Balcombe. The Plan underscores the community's values, aspirations, and desired improvements for a sustainable and vibrant neighborhood.

The Plan - Information Stage 1 In the Spring of 2012 we held 3 information sessions on Neighbourhood Planning in the Parish Rooms and at Balcombe Primary School. About 200 people attended. We asked if Balcombe should carry out a Neighbourhood Plan. The overwhelming answer was YES. The text from the information sessions is available on the BPC website balcombeparishcouncil.com
The Plan Issues Stage 2 Through the Autumn of 2012 we asked you what ISSUES are important to you. We held 3 drop-in issues sessions in October and attended groups and clubs through November and December. We approached commuters, baby group, the WI, Youth club, the Primary School . In January we sent questionnaires to every business we could find in Balcombe. In order to form a PLAN we needed to know what to put in it. This could only come from what you told us. The results of those ISSUES sessions are summarised on the next boards and have been used to formulate the Objective and AIMS presented here today.

The Plan - What Next ? Stage 3 We formulate our Objective and our AIMs to form the framework on which we hang our specific Policies to achieve those aspirations. The Objective and AIMs presented here today have been based on the Issues we found from our surveys in Stage 2 and reflect what people value most about Balcombe and about a life here. We also asked what you would like the plan to cover. The responses indicate what we should protect, enhance or change.
Issues, Aims & Policies How do these fit together ? What is the difference? Each Aim will have a series of Policies set to achieve that AIM An ISSUE might be better youth club provision The AIM would be to enhance opportunities for young people The resulting POLICY might be to enlarge the pavilion on the recreation ground to provide a youth club room An ISSUE might be lack of housing suitable for old people and young families The AIM would be to protect the social mix of the village by ensuring a range of housing types. The resulting POLICY might be to allocate a site for the provision of a development of sheltered housing An ISSUE might be retention of rural views The AIM would be to protect and enhance the landscape The resulting POLICY might be to allocate a sites to green spaces to protect a valued view

Key Objective The Key Objective of the Balcombe Plan will be : To protect our Countryside, maintain our Rural Setting, and enrich our enviable Community Spirit This was the theme that came out so strongly from our survey. You love the countryside that surrounds us, you love our rural setting, you love our incredible Community Spirit.
The Balcombe AIMS Maintain a balanced community and ensure social cohesion Promote accessibility around and access to and from our village Enhance the centre of our village OBJECTIVE To protect our Countryside, maintain our Rural Setting, and enrich our enviable Community Spirit To sustain and develop our village as a hub for local services, trades and businesses Promote our strong Community Spirit Protect and enhance our countryside and rural setting To address traffic and parking issues
Whats in an AIM ? What do the Aims cover ? The following 7 Boards show what each Aim covers. We will be basing our Policies on the next 7 Boards. There is no significance in the numbering of the Aims, they are just numbered for reference.

What next? The next stage will be to formulate our Policies This will require extensive consultation It will require us to set an Infrastructure Plan and to assess and allocate potential Housing and Development sites When we have our policies we have a Plan which can be subject to the necessary scrutiny and referendum
