About The Home Improvement and Preservation Program (HIPP) offers qualified low- and moderate- income homeowner's different ways to improve their homes for major rehabilitation: Forgivable loan available to homeowners needing home rehabilitation Zero-interest loan available to homeowners needing home reconstruction Grant to homeowner needing minor repairs administered by a non-profit 3

  4. NOFA General Grants to subrecipients (non-profits) to administer the Minor Home Repair Program. Regrant money to homeowners up to $4,999 for minor home repair needs Grant cannot exceed this amount to a homeowner 4

NOFA - Required Documents from Homeowners Application form fully filled-out and submitted Current Mortgage Statement (copy if relevant) Property deed Income One (1) months of most recent paycheck stubs (all wage earners) Current Social Security and/or Supplemental Security Income Annuity/Pension Court ordered child support statement (if applicable) Copy of (1) month current checking/savings bank statements Unemployment 6

NOFA Eligible Repairs Roofing repair or replacement Ceiling and baseboard holes repair Exterior entry doors replacement or repair, including handles and locks Exterior windows (for broken windows) replacement or repair Accessibility repairs and installation such as ramps, handrails or repairing walkways Water heater replacement or repair Heating /cooling central air system repair, or installation of wall heaters Plumbing, water and sewer pipes, kitchen and bath fixtures repair/replacement Electrical repair/replacement of plugs, breakers, panels, or wiring Gas pipe repair/replacement and gas testing Floor repair Installation of smoke, fire and CO2 detectors Interior and exterior repairs as needed Any item determined eligible by the Director of the Department of Housing & Neighborhood Revitalization 8

NOFA City Responsibility Marketing the Program in conjunction with the Subrecipient, Conducting the environmental reviews for each property prior to repair work being conducted Conducting randomized inspections of properties where repairs are scheduled to begin, underway and/or completed Making payments to the Subrecipient(s) for work completed Training on the program including part 5 income determination, monitoring the programmatic and financial components of the Program and troubleshooting as needed 9

NOFA Subrecipients Responsibility Conducting marketing and outreach related to the Program in conjunction with the City Preparing the scope of work for the proposed repairs Preparing the cost estimate Receiving at least 3 bids to complete the work or have procured a subrecipient through a competitive process consisting of at least 3 bids Preparing and ensuring the execution of the construction contract with each eligible household and subrecipient Performing authorized repairs and obtaining permits, as necessary Submitting reimbursement requests Maintaining project records Timely responding to all inspection and monitoring requests Timely responding to questions and concerns submitted by households who are receiving repairs conducted by the Subrecipient via the Program Performing warranty repairs, as necessary Performing any other activities pursuant to the Subrecipient award 10

  15. Q&A Question: Will there be MBE requirements for this NOFA? Answer: No Question: Will we be provided with the names, etc. of previous people that have applied for the City of Dallas home repair program but did not get selected? Answer: These names will not be given; however, Housing staff will contact them letting them know that this program is open Question: What is the process to handle homes that are in the Estate of (Name)? Answer: Applicant needs to go www.texastapa.com to work with Cadillac Law to make sure title shows clear ownership 15

  16. Q&A Question: How will equity be applied during the review of the NOFA? Answer: Proposals will be reviewed and scored as received. Proposal should demonstrate that the amount of funds being requested can be managed by organization. Question: Is a line of credit required? If so, what is minimum amount needed? Answer: A line of credit is not needed, unless this is required by the subrecipient to manage a reimbursable grant. Question: How should we verify if their mortgage is not delinquent? Answer:You will ask applicant for most recent mortgage statement 16

  17. Q&A Question: Are we checking any City of Dallas liens? Answer: You are not, no lien may be placed on the property with this program Question: How long will it take the City of Dallas to give an environmental clearance? Also, what is the process for this? Answer:This can take up to 60 days. Question: Some repair estimates may exceed the $4,999; Is the homeowner allowed to pay the difference or combine with other programs? Answer: No, The total job must remain under $4,999. 17

  18. Q&A Question: Can the nonprofit hire their own inspector to ensure work is completed correctly? Answer: Yes, the nonprofit can hire staff to oversee construction management. Question: Is a developer fee allowed as part of this program? If not, is there any type of money allowed for administrative cost for administering this program? Answer: No development is taking place, thus there is no developer fee for this program. Costs associated with directly administering the program can be included in the budget. There are no general administrative funds available. Question: How does this work? I know getting contractors to bid on such a small job can be a challenge and getting 3 bids makes this harder. Answer: receiving at least 3 bids to complete the work or have procured a subrecipient through a competitive process consisting of at least 3 bids 18

  19. Q&A Question: What type of purchase order is being referred to here? Answer: This is document telling the contractor to do work on the property that the subrecipient will authorize. Question: What is considered lack of financial stability for this program? Grants are only up to 5k per household Answer: Financial Capacity is determined based on work plan and total budget requested and funds available to manage a reimbursable project. Question: What is the timeframe for reimbursement? Answer: about 30 days once all required documentation has been submitted and reviewed by the city. 19
