LBHF Gangs, Violence, and Exploitation Unit (GVEU) Overview

1. LBHF Gangs Violence and Exploitation Unit (GVEU)

2. Background Our number one priority is to keep people safe and our residents need to know that we are doing everything in our power to prevent their children and young people being victimised and exploited by those involved in organised crime. In addition to the very real harms caused by gang activity, fear of crime and gangs is pervasive and something which must be tackled. We will be tough on gangs, but as a compassionate council, we will also be tough on the causes of gangs, which means addressing the underlying issues.

3. The Leader of the council was instrumental in developing this ground- breaking agreement between the Council and the Metropolitan Police. Hammersmith and Fulham will fund Police Officers to work together with specialist council staff to bring the full weight of criminal legislation to bear on gangs and gang leaders operating in the borough. Whilst at the same time delivering greater initiatives to engage with and divert vulnerable young people away from gangs, violence and exploitation. This new dedicated Unit will consist of 11 LBHF employed officers and 6 Metropolitan Police Officers (17 FTEs). The total annual cost of the unit is 983,000. The GVEU will lead a strategic portfolio of work to deliver Hammersmith & Fulham s approach to supporting young people out of gangs, violence and exploitation.

5. Case study A young person will be referred to the GVEU by YOT, Family Assist, police or another agency for example through involvement in ASB. The aim is to intervene early to prevent them from getting entrenched in the lifestyle. GVEU worker will meet with the young person to identify the underlying issues leading them into the lifestyle, work with statutory and non statutory agencies to provide wraparound support to keep then in education, focus on what they want to do in the future and mentor them through this process.

6. Boy X 15 years old arrested by police for minor assault GVEU Manager liaises with police and exploitation lead in CHS daily to identify vulnerable young people. X is referred to GVEU by police as the case against x is dropped. X believed to be associating with known gang member Checks made with Childrens Services show he is not known to them GVEU worker will make contact with X on release from police custody GVEU worker allocated case and meets with X and family to discuss how to support him to prevent future offences. X keen on football but has no focus GVEU work with QPR charity to get him signed up to programme QPR lead on supporting X with GVEU as mentor and link to agencies

Team Roles Analyst and researcher will oWork with police to identify gangs operating in the Borough. oMap existing and emerging cohorts and produce profiles oShare Information with partners to target those exploiting young people oLead on performance management and identify disproportionality in the Criminal Justice Process Police officers will oSupport GVEU workers olink with proactive team to target those exploiting young people GVEU worker will oAct as the coordinators for referral to statutory and non statutory intervention such as education, substance misuse, domestic abuse teams ASBC will lead on enforcement, this can be as little as Anti Social Behaviour Contracts to the New Serious Violence Reduction Orders

8. Performance Measures - Key Performance Indicators To reduce the number of violent crimes committed by young people; To reduce the number and seriousness of injuries caused by youth violence; To reduce the number of robberies and drug related offences committed by young people (Once the team is fully functional, we will look at the previous levels of these offences with a view to setting numerical targets, however the effect of the pandemic on all levels of crime and the continuing impact, will make it difficult to calculate smart targets in these areas.)

9. Performance Measures - Qualitative Measures To identify, disrupt and enforce against specific gangs that operate in H&F; To identify and respond to young people 'associated' with gangs; To provide safe routes out of gang association; To identify and respond to the needs of females associated with youth violence; To establish and maintain a longer-term sustainable framework based on early intervention, disruption and prevention to ensure that young people involved in low level criminality are successfully diverted from more serious crime To provide support for victims.
