1. Compass Commission Initiative In 2010, the Ministry of Planning of Chile (MIDEPLAN) instructed the Abdul Latif Jameel Poverty Action Lab (J-PAL) to convene a commission of experts. The Compass Commission was tasked with: identifying Chilean challenges in terms of social policy; and proposing innovative public policies that could be evaluated using randomized control trials.

3. Development of the Commission 1st Stage: Identification of Social Policies Identifying key policy questions for social development in Chile. Development of proposed interventions and evaluation strategies. Duration: 5 sessions.

Development of the Comission 2nd Stage: Policy proposal Meetings with ministries and relevant organizations evaluate the administrative and political viability of initiatives; and feasibility of evaluations. November 19th 2010: The Minister of Planning selected the four most relevant and interesting ideas.
3. Development of the Commission 3rd Stage: Implementation and evaluation design Division into four sub-groups to advance the work. Refinement of details of implementation and evaluation design. Second round of meetings with relevant ministries and organizations. March 10th, 2011: Official presentation of the Commission's final report to MIDEPLAN.
4. Final proposals 3 areas 4 programs 1) Education Information regarding subsidies provided to vulnerable families to expand school options. Incentives and support for teachers to improve quality and results. 2) Crime Rehabilitation + Social reintegration for offenders. 3) Opportunities for youth Labor market intermediation + Mentoring + Health information to prevent risky behaviors and labor market inactivity.
5. Future of the Compass Commission Three of four final proposals are currently being adapted for the implementation in: National Institute of Youth (INJUV) Ministry of Interior Ministry of Education With the support and leadership of the Ministry of Planning.
