Willow Lake Facility: Permit/Operating History Willow Lake Facility is located approximately 2.67 miles southwest of Malaga, NM in Eddy County. 2013: Construction and operation of Willow Lake 1 under the GCP-4. 2016: Construction and operation of Willow Lake 2 under the GCP-4. 2018: Equipment additions under GCP-4 to allow operation of Willow Lake 1 and 2 in compression mode. 2020: Permit No. 5142M7 issued authorizing construction of Willow Lake Compressor Station, located at Willow Lake Facility. Construction began in January 2021 and operation of Willow Lake Compressor Station began in May 2021. There are no pending enforcement actions for operations under Permit No. 5142M7.

Draft Permit No. 5142M8 Modification Additional Equipment: Three (3) 1875 hp Compressor Engines One 80 MMscfd Triethylene Glycol Dehydration Unit One 1.5 MMBtu Reboiler One 400-bbl Condensate/Produced Water Tank One Vapor Recovery Unit for storage tank vapor control Revisions to Existing Equipment: Increase in tank and tank truck loading liquid throughput Tank truck loading emission controls with existing flare Fugitive piping component additions Existing facility equipment and proposed additional equipment all utilize air-driven pneumatic devices.

Purpose of Proposed Modification Compressor engines facilitate gathering larger volumes of natural gas from upstream producers (increase gas capture, reduce venting and flaring at third party sites) Glycol dehydration unit and associated reboiler are necessary to reduce water content in natural gas to meet pipeline specifications and reduce corrosion. Additional tank facilitates safe handling of increase volume of liquids. Control of truck loading emissions from tanks at Willow Lake 1 and Willow Lake Compressor Station provides substantial reduction of VOC emissions.
Conclusions/Request Relief Crestwood requests the Hearing Officer enter an order denying WEG s petitions and recommending approval of the Draft Permit; and Crestwood requests the Secretary of Environment issue Draft Permit No. 5142M8 for proposed modifications.
