The Republic of Belarus applies safeguards for nuclear materials at the Belarusian Nuclear Power Plant (NPP) based on an agreement with the International Atomic Energy Agency. The Department for nuclear and radiation safety oversees the system of accounting and control, including the Laboratory responsible for material tracking. The Belarusian NPP utilizes specific codes for fuel assemblies and implements inspection measures. The staff undergoes training supported by the IAEA, with measures such as electronic seals and surveillance systems in place. IAEA inspectors verify the plant's design information.

  2. Legal basis for the application of safeguards in the Republic of Belarus is Agreement of 14 April 1995 between the Republic of Belarus and International Atomic Energy Agency for the Application of Safeguards in Connection with the Treaty on Non-Proliferation of Nuclear Weapons (issued as INFCIRC/495). Department for nuclear and radiation safety of the Ministry for Emergency Situations of the Republic of Belarus (Gosatomnadzor) is authorized a system of accounting and control of nuclear materials. In November 2013 the construction of the Belarusian NPP began. system of accounting and control of nuclear materials is being created at the Belarusian NPP.

  3. Laboratory of accounting and control of nuclear materials of the nuclear safety Department that is responsible for accounting and control . MBA 0 (BYB-0) the storage of fresh nuclear fuel; MBA 1 (BYB-1) the power unit 1; MBA 2 (BYB-2) the power unit 2. Final DIQ facility BYB-2 has been sent in 2018.

  4. Every fuel assembly is a batch of nuclear material. The Republic of Belarus uses Code 10 of the Fixed type. The Belarusian NPP use the Code 10 of the Label type. At the Belarusian NPP in power units 1, 2 the project includes the implementation of the repair inspection stand. The deregistration of the "unsealed FA" accounting unit and the registration of "unsealed fuel pin" and FA" accounting units.

  5. The system of measurement of nuclear materials includes devices and equipment for non-destructive (destructive) analysis, measurement standards, measurement techniques. Physical inventory taking is carried out no later than 1 time per year. For any movement of nuclear material between material balance areas in Gosatomnadzor forwarded account report: the Inventory Change Report.

  6. The staff of accounting and control of nuclear materials performing the conducts training on the implementation f the relevant procedures. With the support of the IAEA, the staff is trained in the relevant procedures at the IAEA courses training was at foreign nuclear power plants. The IAEA conservation and surveillance measures applied at the Belarusian NPP, namely: installation of electronic seals, IAEA surveillance systems in the BYB- 1, 2 material balance areas, have been determined. IAEA inspectors verify the design information of the nuclear plant.
