The City of Houston's participation in the National Flood Insurance Program includes enrollment since 1979, adherence to FEMA floodplain maps, and setting local construction standards. The Community Rating System (CRS) is utilized to enhance flood loss reduction, improve insurance rating accuracy, and raise flood insurance awareness. The CRS rewards Houston with a Class 5 rating, offering substantial premium savings to policyholders. Public information programs and outreach efforts are implemented to maintain the CRS rating and provide floodplain information to the community.
