This project, titled TREASURE, focuses on developing thermal risk reduction actions and tools for secure cities. It involves collaboration between National Technical University of Athens, National Observatory of Athens, National and Kapodistrian University of Athens, and Prodigy Consultores S.L. The project team has expertise in designing software prototypes for environmental management systems. Key partners include the oldest Greek research institution, National Observatory of Athens, and the largest state institution of higher education in Greece, National and Kapodistrian University of Athens. The project aims to address environmental challenges through climatologic modeling and health effects research on environmental stressors, particularly heat.

  1. ECHO/SUB/2014/695561 TREASURE: Thermal Risk rEduction Actions and tools for SecURE cities Prof. Chris T. Kiranoudis Coordinator National Technical University of Athens, Greece Associated Beneficiaries: National Observatory of Athens (EL) National and Kapodistrian University of Athens (EL) Prodigy Consultores S.L. (ES) KOM Brussels 20 January 2015

  2. National Technical University of Athens Established in 1837 | 9 Academic Schools | 2 campuses Highly Selective Admission | 10,000 Students | 1,350 Employees One of the oldest and most prestigious higher educational institutions in Greece. School of Chemical Engineering, Unit of Computational Mechanics. Many research collaborations with universities, research centers and companies | Benefited from EC financing The TREASURE team has proven expertise in designing, developing and deploying software prototypes for various environmental management systems of complex phenomena.

  3. National Observatory of Athens NOA is the oldest Greek Research Institution with a constant presence and activity in Science at international level as well as in the Greek society for 170 years (since 1842). NOA with its three Institutes (IAASARS; Environmental Research and Sustainable Development IERSD; & Geodynamics), its highly-skilled human resources and the important infrastructure obtained over the last two decades, plays an important role in international space science activities and has a leading role in the national efforts for presence in the European Space Sector. TREASURE permanent staff team : Dr. I. Keramitsoglou (Senior Researcher from IAASARS), Dr. C. Giannakopoulos (Research Director from IERSD) and Dr. D. Founda (Senior Researcher from IERSD). They will be involved in the provision of satellite derived temperatures and meteorological data as well as climatologic modelling.

  4. National and Kapodistrian University of Athens The National and Kapodistrian University of Athens is the largest state institution of higher education in Greece, and among the largest universities in Europe. As all other Greek universities, it is a self-governed legal entity of public law and all major policy issues are determined by the Ministry of National Education and Religion. In the past 170 years of its foundation, the Medical School of University of Athens has been highly active not only in National level but also worldwide. During these years its contribution has been invaluable in the areas of Education, Research, Clinical Medicine and Social Welfare. The Medical School of the University of Athens is being listed among the most awarded Medical Schools worldwide. In TREASURE the Medical Statistics and Epidemiology Group under the guidance of Prof. K. Katsouyanni of the Medical School is participating, who will provide expertise on the health effects of environmental stressors, most notably heat.

  5. Prodigy Consultores PRODIGY is a consultancy firm in Mallorca Spain that offers integral solutions for strategy, development, methodology and business in the field of Research, Development consultancy mainly covers the following sectors: (i) Information and Communication Technologies (ICT), specialization in tourism, (ii) Environment and (iii) Renewable energies. The TREASURE team will synthesise the technological and scientific achievements of the project together with mitigation strategies and will be coordinating the Mallorca Authorities. Project Budget & Duration and Innovation. The with a high degree of Total eligible costs: 543 488 Euros EC contribution: 407 616 Euros (75%) Duration: 2 years, starting 1/1/2015

  6. Heat wave hazard and risk Heat wave hazard varies within a metropolitan area due to specific characteristics such as topography, land cover/ land use, meteorological conditions and the presence of the Urban Heat Island phenomenon. On the other hand, population vulnerability to heat waves varies with age- primarily the elderly and also the infants being more vulnerable to high temperatures, and it is higher in urban areas due to higher population numbers and density. Heat wave risk, being the combination of heat wave impact and probability of occurrence, is high in large cities. However, timely preventive measures can reduce the risk. A key problem is to prioritise the areas (districts/ boroughs) within the metropolitan area to target long-term planning.

  7. Actions and means involved TREASURE covers the fields of analysis and understanding on the one hand, and decision making and action on the other. Trans-disciplinary approach: Satellite technology (Earth Observation) Climatological models In-situ long time-series of data Epidemiological analysis Intelligent modelling Based on the above, tools, guidelines, studies, workshops and a table-top exercise will enhance exchange of expertise and good practices, share and disseminate the TREASURE services to national and local users (Civil Protection and Health Authorities).

  8. Deliverables Tasks Deliverables DA.1. Report on the state-of-the-art of earth observations for heat wave hazard assessment, incl. Energy demand, M7 DA.2. Heat wave risk report for participating cities (Satellite, and in-situ data analysis & future climatic trends with the use of high resolution regional climate models and scenarios and appropriate heat wave indicators), M16 DB.1. Project Management and Reporting to the Commission (NTUA) Major Events: Official ceremony for the delivery of TREASURE services to the Greek Civil Protection Authority in Athens @ Q4 2016 Large TREASURE Information Day and TTX in Mallorca @ Q2 or Q4 2016

  10. Follow up TREASURE is expected to promote the use of good practices in two EU member states with the involvement of CP Authorities, we envisage that it will also help to gradually develop coherent and consistent practices for heat wave risk assessment in other states across Europe. The results of TREASURE together with the feedback of the beneficiaries that will be pursued during the workshop and the TTX will indicate the direction of possible improvement of the approach. Continuation of TREASURE services will clearly be the expansion to any other European city; and this is our vision. The now-casting services rely on the real time satellite data retrieval from the EUMECAST station of NOA/IAASARS which currently covers 117 cities with population >1million people. 10
