Police, at all times, should maintain a relationship with the public that gives reality to the historic tradition that the police are the public and the public are the police; the police being only members of the public who are paid to give full-time attention to duties which are incumbent on every citizen in the interests of community welfare and existence. 21st Century Policing COMMUNITY ENGAGEMENT 1.5 Recommendation: Law enforcement agencies should proactively promote public trust by initiating positive nonenforcement activities to engage communities that typically have high rates of investigative and enforcement involvement with government agencies.
In 2016, The Ohio Collaborative Community- Police Advisory Board adopted the State of Ohio Standard for Community Engagement. COMMUNITY ENGAGEMENT
Purpose It is the shared responsibility of law enforcement agencies and the communities they serve to work together to build relationships based upon trust and mutual respect. A strong relationship between law enforcement agencies and the community will improve public safety and allow communities to thrive and prosper. COMMUNITY ENGAGEMENT
COMMUNITY ENGAGEMENT Standard Agencies must adopt a community engagement strategy with a primary focus on improving Police- Community relations.
COMMUNITY ENGAGEMENT Standard Commentary Agencies shall utilize proven strategies or develop their own strategies that are focused on community engagement.

COMMUNITY ENGAGEMENT Standard Commentary continued: Engagement Strategies continued Sharing, receiving and providing information to the public Jointly identifying areas of concern Communicating, when appropriate, significant changes in agency operation.
COMMUNITY ENGAGEMENT Community Engagement Model Policy Purpose The agency is committed to establishing close ties with community organizations by being receptive and responsive to the needs of the community. Members of this agency will work to maintain relationships with existing community organizations and will assist with establishing new organizations as agency operations permit.
COMMUNITY ENGAGEMENT Community Engagement Model Policy Policy It shall be the policy to become involved with community organizations in a cooperative, proactive manner to create a safer community, to encourage community groups, and to invite groups to become involved with the agency.
COMMUNITY ENGAGEMENT Community Engagement Model Policy Policy continued: The agency shall establish accountability for the community involvement function in writing. This function shall be developed and operated to effectively meet the needs of the agency, with considerations for agency size, budget and the community.

COMMUNITY ENGAGEMENT Community Engagement Model Policy Community Service Responsibilities continued 4. Administer a community outreach program comprised of volunteers to represent the agency at community venues. a. Make appearances at meetings/events. b. Be consistent. Make efforts to respond to all requests. c. Publicize agency objectives, problems and successes through electronic and print media. d. Convey information from citizen organizations to all agency members.
COMMUNITY ENGAGEMENT Community Engagement Model Policy Community Service Responsibilities continued e. Ensure information gathered is used to improve agency practices that affect community involvement. f. Identify training needs arising from citizen input. g. Develop problem oriented or community policing strategies if needed.
COMMUNITY ENGAGEMENT Community Engagement Model Policy Use of electronic and print media The agency may utilize various types of media to publicize objectives, problems and successes, in an effort to keep the community informed about highlights occurring during the course of the year as well as obtain feedback from the community.
COMMUNITY ENGAGEMENT Community Engagement Model Policy Use of electronic and print media continued Reasons for engagement and outlets for success: Agency website Two-way communication with public Inform groups of crime trends, prevention tips, etc. Inform public of events and activities. Address public concerns and forward information to other law enforcement agencies or city officials as needed.
COMMUNITY ENGAGEMENT Initial Read and Sign of policy for agency personnel. Best practice is to review policy annually and complete test that may be conducted orally such as roll call training (*not required for standard compliance*)
