  8. SUBSTANTIVE TARIFF CHANGES Tariff Section Attch A, 3.7.1 (1) Section Description LMP & MCP during System Outages Changes made Reworded language Reasons for changes Clarified settlements when no DA Market solved (i.e. no congestion rent will be settled) Disconnect between RUC using RT energy offer curves and MOO for RUC. Move language since more settlements focused Recent language added in East/IM related to ER24-270 (RR521) and ER23-2664 (RR543) SPP realized loss adjustment factor needed to be added Attch A, 5.1 Must Offer Requirement Added detail about DA to RUC requirements and moved language to settlements Added language on Non- standard load and DDR Attch A, 6.2 Asset Registration Attch A, 9.2.1 and 9.3.1 DA Energy Amount and RT Energy Amount Added language on Loss Adjustment Factor 8 SPP Public Information

  9. TARIFF CLARIFICATIONS (SLIGHTLY SUBSTANTIVE) Tariff Section Section I, 1 Section Description Definitions Changes made Multiple Reasons for changes General clean up and consistency. Attch A, 2.1.2.2 DA Clearing during Excess Generation Conditions RUC Execution Changed the listing order of actions Changed the listing order of actions Changed the listing order of actions Added FRP and MCPs Made it more explicit that Scarcity Pricing starts and then sequential actions Clarified actions and order Attch A, 2.2.2 Attch A, 2.3.1.2 RTBM Execution Clarified actions and order Attch A, 3.6 Pricing during Scarcity Conditions Impact of Scarcity Pricing on LMP and MCP VERs Clarified to include FRP and MCP during Scarcity Accuracy improvement to what actual happens SPP believe NDVERs will be valid type (still had in definitions) and wanted to call out under VERs Moved language from Appendix 3 Attestation and added belts and suspenders that all M+ load must register. Attch A, 3.6.1 Changes Scarcity Price to value of Demand Curve Added NDVER Attch A, 4.2.4 Attch A, 6.10 LRE Obligation Added language 9 SPP Public Information

  10. TARIFF CLARIFICATIONS (SLIGHTLY SUBSTANTIVE) Tariff Section Attch A, 7.2 and 7.5 (2) Section Description Trading Hubs, Forecasting Changes made Removed language Reasons for changes More appropriate to detail in protocols because these are dynamic concepts with requirements that change. Clarified intent that was any time uncommitted resources could impact increase (even if not cleared in DA Market) SPP felt this was detail to be left in protocol detail and MIP should be responsible not the Board Add detail to clarify why doing MTU. Mistake in language. Twice only needed in denominator. Formula in Appendix 2 correct. Attch A, 7.4 (4) Flex Reserve & Inst Load Capacity Requirements Removed reference to DA Market Attch A, 7.7 and 3.5.2 VRL Reporting Removed date reference and replaced Board with MIP Attch A, 7.11 Attch A, 9.6 (1) MTU MTU Distribution Amount Added clarification language Removed twice from numerator 10 SPP Public Information
