  7. Guidance on Adopting Instructional Materials The process should be thoroughly planned, publicly conducted, and well documented. Local educational agencies (LEAs) must adhere to Education Code Section 60002: Each district board shall provide for substantial teacher involvement in the selection of instructional materials and shall promote the involvement of parents and other members of the community in the selection of instructional materials. It is the responsibility of the LEA to ensure that instructional materials comply with state laws and regulations. 7

Benefits of Adopting from Approved List SBE adopted, state standards aligned Educators can use resources to select which is the best fit for local needs not whether materials are aligned to the World Languages Standards, California s Social Content Standards, and guidance in the World Languages Framework. Free accessible instructional materials Specialized formats include braille, large print, audio recordings, digital talking books, and electronic files, which are free to order or download through the Instructional Materials Ordering and Distribution System. 15

  18. What About Materials for Additional Languages? Publishers develop and submit instructional materials In 2021, four publishers submitted a total of 11 programs for review for Spanish and French. Instructional programs not on the approved list have not been reviewed and may not align with California standards. Ask publishers questions To what extent do instructional programs for additional languages align with the World Languages Standards? Can you provide a map that shows to where and to what extent other programs meet the criteria in chapter 13 of the World Languages Framework? 18

Adopting Materials Not on Approved List High School The SBE reviews instructional materials only for K 8; selecting instructional materials in grades 9 12 remains the purview of local leadership. Ensure instructional materials align to standards A local education agency may choose instructional materials not adopted by the SBE, pursuant to Education Code Section 60210, so long as they are aligned to state standards and a majority of the participants of any review process are classroom teachers assigned to the subject area or grade level. 19

Review framework criteria (chapter 13) and guidance in evaluating non adopted materials. 3 Evaluation Tool(s) Develop evaluation instrument based on current content standards, criteria and guidance in framework, Social Content Standards. 20
