Social defence encompasses the protection, care, and support of marginalized groups through strategic efforts by both the Government and Civil Society. It aims at neutralizing offenders through removal, segregation, or remedial methods, focusing on crime prevention and societal well-being rather than punishment. Vulnerable groups such as drug addicts, elderly individuals, beggars, HIV/AIDS patients, trafficking victims, prisoners, and transgender individuals are among those receiving aid. Initiatives like preventing alcoholism and substance abuse, caring for the elderly through the National Policy for Older Persons, and creating awareness programs play crucial roles in social defence initiatives.
