Understanding Active vs Primary Status in Education System of British Columbia
In the education system of British Columbia, students classified as Active no Primary are those who are no longer active in their Primary School (School of Record) but are active in a Secondary School. This status affects reporting, tracking, and school record maintenance. Schools and Districts have sought ways to remain the School of Record for such students while not showing them as currently active. The process is automated during the end of year withdrawal or graduation in the Primary school, transition to a Secondary School, and association with another school.

Welcome to Understanding Active no Primary in MyEducation BC September 2016
School of Record In British Columbia a student has one School of Record with the Ministry of Education. The School of record is responsible for reporting and maintaining the student files and records per the Student Records Order. In MyEducationBC the School of Record is the Primary School.
Choice = Complexity In British Columbia a student may choose to attend multiple schools at the same time. The student is cross-enrolled to a Secondary school to allow the Primary school to remain the School of Record with the Ministry. Often the Secondary school is flexible or has non- standard start and stop dates.
Choice = Complexity A common situation arose with the flexible education options open to students. The student would complete their courses at the Primary school and graduate or withdraw and would still be active in the Secondary school. Two options were available to students at this point. The student can change their School of Record with the Ministry of Education: the new school becomes responsible for the student records and shows as the school the student graduated from. The student can maintain their original School of Record with the Ministry of Education: the original school had to manually adjust reporting to deal with an Active student that wasn t actually active in their school.
How do we? Schools approached the Ministry and asked for a way to remain the School of Record for the student but not have them show as currently Active in the school. Schools/Districts/Students wanted the School of Record to remain the school where most of their education program occurred. The School of Record no longer wanted the students to appear as a student active in the building for reporting and tracking purposes.
Active no Primary Active no Primary is the status given to a student who is no longer Active at the Primary School (School of Record with the Ministry) but is Active in a Secondary School. In MyEducation BC the process is automated at EOYR when the student is withdrawn or graduated in the Primary school Pre-Transition field set and has an open Secondary School Association to another school.
Active no Primary in the Primary school This is the school listed in the Student Details screen and is the School of Record for the student with the Ministry The school will receive diploma/transcripts from the Ministry The student will not be a part of the 1701 collections The student will be a part of the TRAX submission Is not a current student
Active no Primary in the Secondary School This is the school or schools listed in Membership > Schools with open or future end dates. The student will be a part of the 1701 collections for courses with active dates The student will not be a part of the TRAX submission Is a current active secondary student
