Edinburgh Claimant Count February 2022 Update In April 2022 the claimant count for Edinburgh was 10,425: a. 1,225 were 16-24 year olds b. 5,925 were 25-49 year olds c. 2,270 were 50 or older The overall claimant count in Edinburgh is now 33% higher than it was in February 2020. UK Shared Prosperity Fund UKSPF is a central pillar of the UK Government's Levelling Up agenda and will commit over 2.6bn of funding for local investment by March 2025 Prospectus published in April 2022, setting out how UKSPF will invest in domestic priorities and target funding where it is needed most, focusing on: Communities and place Business support People and skills Multiply 6

  9. UK Shared Prosperity Fund People and Skills Objectives Reducing levels of economic inactivity through investment in bespoke intensive life and employment support tailored to local need. Supporting people furthest from the labour market to overcome barriers to work by providing cohesive, locally tailored support including access to basic skills. Skills to progress in work and to fund local skills needs. Boosting core skills and support adults to progress in work, by targeting adults with no or low level qualifications and skills in maths, and upskill the working population, yielding personal and societal economic impact, and by encouraging innovative approaches to reducing adult learning barriers 9

UK Shared Prosperity Fund People and Skills Interventions S31: Employment support for economically inactive people: Intensive and wrap-around one-to-one support to move people closer towards mainstream provision and employment S32: Courses including basic skills (digital, English, maths (via Multiply) and ESOL), and life skills and career skills S33: Activities such as enrichment and volunteering to improve opportunities and promote wellbeing S34: Intervention to increase levels of digital inclusion S35: Support for employability programmes and advice places should have regards for the No One Left Behind agenda, the Young Person s Guarantee, Fair Start Scotland and Scottish employability pipeline. 10

S39: Support for education and skills targeting vulnerable young people leaving school S40: Support for community learning and development S41: Funding to support new partnership and project-based entrepreneurial learning between business and education to develop a culture that celebrates entrepreneurship. 11

UK Shared Prosperity Fund People and Skills Indicative Outputs Economically inactive individuals in receipt of benefits they are entitled to following support Increased active or sustained participants of UKSPF beneficiaries in community groups (and/or) increased employability through development of interpersonal skills Increased proportion of participants with basic skills (English, maths, digital and ESOL) Number of people in supported employment (and) number of people engaging with mainstream healthcare services Number of people sustaining engagement with keyworker support and additional services Number of people engaging in job searching following support Number of people in employment, including self-employment, following support Number of people sustaining employment for 6 months Increased employment, skills and/or UKSPF objectives incorporated into local area corporate governance 13

  14. No One Left Behind Scottish Government s strategy for employability transformation to ensure people are at the centre of the design and delivery of services. A strengthened partnership approach where the spheres of government work more collaboratively with third and private sector to identify local needs and make informed, evidence-based decisions, flexing these to meet emerging labour market demands. 14

  16. Next Steps Work with stakeholders to develop Edinburgh s Investment Plan for UK Shared Prosperity Fund and prepare for No One Left Behind Phase 3. Committee Report to the Housing, Homelessness and Fair Work Committee to provide details of the proposed Edinburgh Investment Plan. Submission of Edinburgh s Investment Plan for approval to UK Government. June/July 2022 4 August 2022 August 2022 Anticipated date from UK Government for investment plan to be approved. October 2022 Intended end date of Fair Start Scotland delivery 31 March 2023 UK Shared Prosperity Funding period ends March 2025 16
