Completed Activities Washed UF6 Cylinders Proposed as new p417(g) oWNTI proposed exception for residual contamination on clean and washed out UF6 cylinders oLess than 2.5 g/m2 U-235 contamination, and less than 15 g U-235 per package (corresponding to internal surface area of standard 30B cylinder) oBased on measurements of residual uranium in standard 30B UF6 cylinders oNo consignment limit oAccepted by TRANSSC in June 2023 4

Completed Activities Exception for Low Fissile Material Quantities Proposed as new p417(h) oUS proposed exception for 15 g or less of fissile nuclides, provided the mass of fissile nuclides does not exceed 0.5% of the mass of solid non-fissile material oPb, Be, 2D, and graphite can be present, but not credited as solid non-fissile material oConsignment limit in p570(f) of 45g oBased on US fissile exemption in 10 CFR 71.15(b), in use since 2004 oAccepted by TRANSSC in June 2023 5

Completed Activities Revised Table 11 Vessel CSI Limits WNTI proposals 02-04 to change CSI limits in Table 11 o Introduction of definitions for bay, compartment, containership, and hold, and modified definition of conveyance o Higher CSI limits in Table 11 for holds, where containership infrastructure can assure separation of groups of packages o Presented to IMO in September 2023, and rejected WNTI proposal 05 for unlimited CSI for total vessel for packages, overpacks, and small freight containers o Accepted by TRANSSC in June 2023 6

Completed Activities Draft CA Criticality Questionnaire Competent Authority Criticality Questionnaire completed by 10 CAs and WNTI in 2020 Presentation of results to TTEG-C by IRSN in 2021 Answers consolidated by IRSN, and analysis of results incorporated into draft report in 2023 Report to be finalized and submitted to TRANSSC by TRANSSC 48 7

Next Term Advisory Material and Safety Basis Document Develop SSG-26 draft language for: o Deficiencies identified during the SSR-6 revision process CSI limits for vessels in Table 11 Storage-in-transit o Changes to SSR-6 resulting from revision process Removal of paragraph p676 New fissile exceptions in p417 Removal of confinement system Support for development and maintenance of Safety Basis Document o Some material provided for new proposed fissile exceptions o Other material provided in TTEG comment resolution tables from review and revision process 8

Next Term eLearning for Fissile Exceptions TTEG-C requested to develop eLearning module for fissile exceptions (p417) and self-certified CSI controlled packages (p674 and p675) Some background material developed prior to 2021 SSR-6 revision process Will restart development of module after TRANSSC 47 Draft module to be developed by TRANSSC 49 9

Next Term Scope in p106 Russian proposal during 2021 review/revision process identified issues with scope in p106 (R-01) Proposal rejected, but TTEG-C agreed that language could be improved o Transport comprises design, manufacture, maintenance and repair of packaging, and the preparation, consigning, loading, carriage including in-transit storage, shipment after storage, unloading and receipt o Activities identified in 2nd sentence of p106 are necessary to accomplish transport, but are not themselves transport TTEG-C proposes that scope can be clarified, but will work with other TTEGs on revised language 10

  11. Next Term Completion and Follow Up on CA Questionnaire Report on CA Criticality Questionnaire should be completed early in next TRANSSC term Successful exercise to obtain practices in various Member States TTEG-C will evaluate the results and identify opportunities for additional questionnaires on specific criticality safety topics oDifferent types of fissile packages in the same array oBurnup credit 11
