  5. Stages of the formation of IHL system in Ukraine I. The system of implementation of IHL by Ukraine in the USSR 1) the participation of the USSR in the main international instruments in the field of IHL; 2) relatively low level of dissemination of awareness and respect for IHL. II. The creation of preconditions for the formation of IHL system in independent Ukraine (1991 - late 90s) III. The formation of the IHL system in Ukraine (early 2000s 2014). 1) national legislation on international humanitarian law is adopted, primarily in respect of the Armed Forces of Ukraine - Manual Order 400; Section on IHL in the Combat Manual of the Land Forces; 2) Interdepartmental Commission on the implementation of IHL in Ukraine is established; 3) academic circles are engaged in activities with students; 4) IHL courses at leading universities of Ukraine and military schools are introduced; 5) research on IHL is intensified. IV. Adaptation of IHL system in Ukraine in the context of armed conflict (2014-2016)

FACTORS AFFECTING THE IMPLEMENTATION OF IHL IN UKRAINE Negative factors affecting the implementation of IHL in Ukraine: Low level of legal culture; Certain skepticism of the government about the IHL; Conservatism of commanders who underwent military training in the Soviet period and in the 90s of the twentieth century; High level of individuals who received military training in the Soviet and post-Soviet period among mobilized persons; Deficit of qualified specialists and trainers on IHL; Lack of practical tools adapted to Ukrainian realities; Legal uncertainty in the qualification of the conflict. Positive factors affecting the implementation of IHL in Ukraine: Ukraine s participation in almost all international IHL treaties; Relatively high cultural and educational level of the personnel of the Armed Forces; Change in interest in IHL officer of the Armed Forces of Ukraine; Activity of the ICRC delegation in Ukraine; Active civil society; Availability of the institutional structure and regulatory framework for the implementation of IHL established in 2000-2010; Activities of international organizations and national human rights organizations; IHL experts on academic circles.

PLAN TO DISSEMINATE KNOWLEDGE ABOUT INTERNATIONAL HUMANITARIAN LAW IN UKRAINE Objectives of the Plan: Development of a Comprehensive program on the dissemination of knowledge about international humanitarian law and its implementation through: - facilitation the activities of state bodies authorized to ensure the dissemination of knowledge about IHL; - strengthening and encouraging the activities of non-governmental organizations in the dissemination of knowledge about IHL and teaching of members of these organizations to apply IHL; - raising awareness and increasing interest of journalists in the dissemination of knowledge about IHL; - direct dissemination of knowledge about IHL among the target groups. Expected results of the implementation of the Plan: Increase the level of knowledge of IHL, awareness of the importance of compliance and de facto respect for IHL of different target groups. Summary of the Plan: The Plan includes a systematic approach to improving the efficiency of the dissemination of knowledge about IHL in order to enforce the knowledge about IHL. A target Programme on the effectiveness of dissemination of knowledge about IHL is initially developed. The Program is based on a survey on the level of knowledge about IHL of identified target groups, defined procedures and methods of work with those target groups.
