LAGOS STATE GOVERNMENT OFFICE OF EDUCATION QUALITY ASSURANCE MONITORING AND INVESTIGATION DEPARTMENT (M & I) STRATEGIC DIRECTION OF THE DEPARTMENT UNIT BY UNIT
In line with the establishment of Lagos State Office of Education Quality Assurance through the executive order of 13thSeptember, 2013, and which became operational on 2ndMarch, 2015. The Monitoring and Investigation Department was mandated to carry out strategic and specific functions.
STRATEGIC DIRECTION CONTINUES The outlined strategic directions were structured to improve effectiveness and outputs of the Unit for necessary impact at resolving cases on time thereby improving learners performances, parents/proprietors relationship, society perceptions about the Agency and total harmony in the education sector. The functions of Monitoring and Investigation Department include:
INVESTIGATION UNIT The functions of this unit include: Proper filing and documentation of petitions. Prompt investigation of reported cases. Preparation of reports on investigated cases. Filing and documentation of reports. Enforcement of approved recommendations. Enforcement of schools compliance to government directives and policies. Confidentiality in respect of cases under investigation. Friendly/Cordial working relationship with sister Agencies e.g. MYSD, DSVA, RRS, Police Task Force, Safety Commission, etc.
LEVEL OF IMPACT AND EFFECTIVENESS Improved stakeholders confidence and trust in the Agency as a result of prompt responses to, and disposition of cases/petitions received. Increase in the volume of reported cases of abuse etc. Increase in the number of requests for Government approvals from the Ministry due to sustained and continuous monitoring of schools. Regular sensitization in schools on effects of child abuse to learners and stakeholders has resulted in greater awareness amongst learners and other stakeholders. This has also led to improvement in learners confidence as more cases are being reported. Learners no longer suffer in silence. There is an increase in schools awareness on compliance to Government directives as a result of effective follow-ups on approved recommendations.

CRITERIA FOR SCHOOL CLOSURE OPERATING WITHOUT A GOVERNMENT APPROVAL THREAT TO LEARNERS SAFETY SUBSTANDARD FACILITIES/INFRASTRUCTURE CONTRAVENTION OF EXISTING EDUCATION LAW AND GUIDELINES ON THE ESTABLISHMENT AND OPERATION OF PRIVATE SCHOOLS IN THE STATE REPEATED CULPABILITY IN EXAMINATION MALPRACTICE ETC
PROTOCOLS FOR SCHOOL CLOSURE Approved recommendations for closure are forwarded to the Honourable Commissioner for approval. HC (Education) s approval is communicated to the school proprietor. Meeting is held with representatives of parents of learners on admission for notification. Process of leaners continuity of learning is discussed with parents, with option of transfer to Government schools if parents wishes. Parents consent or rejection of the offer is obtained at the meeting. School owner is served with letter of closure. School is eventually closed down and Government sticker of closure pasted at the entrance.

EXAMINATION MONITORING (EXTERNAL & INTERNAL) WASSCE BECE PLACEMENT TEST SCREENING TEST UNIFIED TEST MOCK MONITORING OF INTERNAL AND EXTERNAL EXAMINATIONS IN GOVERNMENT AND PRIVATE SCHOOLS BELOW TERTIARY LEVEL.
LEVEL OF IMPACT Reduces cases of examination malpractice Ensure coverage of syllabus to enhance learners performance EFFECTIVENESS Challenges and inadequacies were identified for correction in subsequent year. Test administration is more objective and reliable
RESUMPTION MONITORING LEVEL OF IMPACT Increased level of compliance to government policies and directives as it affects education. Improved teaching and learning Improved learners and teachers attendance Ensures readiness of schools to kick off with term s work Reporting infrastructural situation of schools to the appropriate MDAs (SCRPS). EFFECTIVENESS Improved level of compliance to school calendar Positive effects on standard and quality of Education
ROUTINE MONITORING LEVEL OF IMPACT Coverage of syllabus is enhanced Statutory records are well kept Safe environment for learners EFFECTIVENESS Regularity and punctuality of teachers and learners Enhanced conducive learning environment
ADMISSION AUDIT MONITORING LEVEL OF IMPACT Reduced illegal admission Reduced illegal collection of money by teachers and management Report infrastructural defects to appropriate MDAs EFFECTIVENESS Controlled multiple registrations Parents are encourage to speak out Provide conducive and comfort for Learners and Teachers
COMPLIANCE MONITORING Adherence to government directives Monitoring of sub-standard / illegal schools LEVEL OF IMPACT Compliance to government policies and directives Minimal reduction in the proliferation of substandard / illegal schools Increased awareness on how to curb the spread of disease. EFFECETIVENESS Increased awareness of school owners having direct access with the Ministry. Compliance monitoring has lead to increased in schools seeking approval to operate, thus leading to increase in revenue generation for the state.
