Oregon Law Chapter 25: Developmental Delay will be added as the 11th school age category special education eligibility July 1, 2109 HB 4067
4 Developmental Delay of 1.5 SD below mean (or more) in two areas: communication, adaptive, physical, social/emotional, cognitive Eligibility Criteria Must have adverse impact & need SPED services.
90% of all child born in Oregon are being screened using the Ages and Stages Questionnaires. This is done through well child and clinic visits. 5 Early Identification We know early intervention works! Students are starting Kindergarten with an educational foundation through private preschool programs, public preschool programs, Head Start, or Early Childhood Special Education. Students are being pre-identified. The are enrolling in Kindergarten with a school-age eligibility.
7 Total Students enrolled at RSD 995 (13.25% special education students) 2017-2018: 123 Current Students: 132 Projecting next year to be an increase of 22; increasing numbers to 152 What: The Special Education Department is asking for additional staffing to support the needs of our current students as well as the incoming students 1 additional teacher Reinstate the 1.0 FTE that was riffed 2 additional IAs Special Education Staffing
Why: 8 Increase in high cost students, increase in special education students We need to have the appropriate level of staffing to ensure students has access to Free and Appropriate Public Education, to avoid a Lawsuit, to avoid injury of staff and students, and to comply with the law. Special Education services cannot be budget- driven. Special Education services are determined based on student need. Special Education Staffing Example: We have 7 potential high-cost students next year; It can cost up to $700,000 to send these students to a special school. We will save $490,000 by serving the students here, with the recommended staffing noted above.

12 Business Certified CTE YTP Program Provides access to federal funds to support our Business Program Building skills for better outcomes after high school Youth Transition Program Good News Enhances our programs through job development, employment skill-building, job coaching, and case management Provides access to resources and conferences so curriculum and instruction is relevant to current job market Partnership with Vocational Rehabilitation Annual Business Advisory Board Meetings Collaboration with local businesses, agencies, and stakeholders If a special education student completes 1 CTE course during high school their graduation rate increases by 25%.
