Regional Emergency Preparedness Advisory Committee (REPAC) June 3, 2021

REPAC SME Seats Nominees must have a minimum of three years of work experience in the designated SME seat or related field. Nominations must come through a recognized working group chair Membership is a three-year term Members can serve two consecutive three-year terms, before being asked to step down for one term.
REPAC SME Seats Available Seats Public Works (1) - Urban Communications (1) Urban or Rural Emergency Management (1) Rural Cyber Security (1) Urban or Rural Nominations will be accepted through 5:00 PM on July 16th and will be presented to REPAC on August 19th.
REPAC Chair / Vice Chair Seats Chair David McCurdy Vice- Chair Irish Hancock To allow for continuity while returning to normal, we recommend keeping David McCurdy and Irish Hancock in their current position for 1 more year.
FY20 Grant Reallocations FY2019 $69,223.26 from the Regional Planning Project Funds will need to be spent by 12/31/2021 For Consideration: SWAT Thermal imaging PWERT - equipment HazMat Wylie Air monitoring FY2020 - $150,000 from the Regional Planning Project For Consideration: FY2020 Cyber to ensure a quality product FY2020 Urban Search and Rescue and extended project by 1 year FY2020 Interop and extend project by 1 year

FY22 Grant Application Update High likelihood the appropriations bill will be signed on-time or early this year. This will cause grant applications to be due as early as January and could push the entire grant process up by 3 months. Working Group projects will need to be ready to submit by November.
After Action Report Update Working Groups It is encouraged that working groups appoint a scribe who is responsible for sending notes out after each meeting. Develop a set of guidelines for the working groups that will include best practices, uniform rules, standards, expectations, rough timelines, and a succession plan. Assign an EM representative to each of the working groups to assist with getting their projects written and submitted on time. Document retention project, exercises, notes that are available to jurisdictions.
After Action Report Update Carve-out projects Consider grant requirements (i.e. Cyber, DVE, LE) to be carve out projects in the future. Working Group Submission of Projects to REPAC Implement a process to improve on the projects that are submitted to ensure they can compete if the grants go competitive in the future.
After Action Report Update REPAC Scoring Projects broken out for individual scoring Add a section for confidential project feedback from the scorer Allow for a final scoring review prior to submitting choices Assign an experienced grant writer to groups that are having difficulty putting their project together and helping them score better.
After Action Report Update Areas of Success Virtual Scoring Still needs to be revised and streamlined Keep staff salaries and staff travel in the COG Planning Project Ability to conduct virtual meetings and keep projects on track Areas of Improvement Improve on the ability to conduct virtual and in-person meetings Provide Working Groups with feedback on how to improve on their projects Work on collecting working group projects earlier
