Neighbourhood Planning It is about providing an opportunity for local communities to directly shape the development of the area in which they live (PAS, 2012) Neighbourhood Plans: vision, new development, policies, environment, regeneration strategies broad focus/area specific Neighbourhood Development Order: grant permission for certain types of development in a particular area, e.g. extensions, shop fronts Community Right to Build (CRtB): grant permission for specified scheme, e.g. housing, start-up units

Neighbourhood Plans (1) NPPF provides context (para. 14; 65; 66; ): aligned to strategic Local Plan/national policies if need identified can deliver more development should not promote less development shape and direct sustainable development Local issues: new shops, extra housing, employment, community uses identifying and enhancing green space, public realm, regeneration, design guidance, strategies retail/tourism if required focus on guiding additional development rather than blocking it

Neighbourhood Plans (2) Benefits reasons to prepare: community-led/proactive more influence/relevance as part of Local Plan on development process open lines of dialogue with LA/stakeholders allocate locally preferred sites draw down funding 25% of CIL if neighbourhood plan in place Alternatives options: not compulsory Local Plan policies apply and aim could be achieved through planning application other tools in the box, e.g. CRtB, parish plan managing issues and expectations! time and financial costs involved

Financial & Time Considerations Wychavon Neighbourhood Planning protocol sets out level of support the council will provide 2 MHCLG funding streams: 1) for Wychavon to shoulder the burden of duty to cooperate: officer time, fund Examination/referendum not directly for groups but could support, e.g. one-off payments 20,000 when referendum date set 2) Targeted funds to support groups - 9,000 per neighbourhood area. Additional funds if larger population or identified for extra growth MHCLG estimate average cost 13 -17,000 Timescale 2 years+. Localism Act & regulations set out requirements

  7. So How Do You Start? Begin with the community: Talk about the past and future. Talk about the place , then what the community want! Involve your wider community the issues ? Is a Neighbourhood Plan the right tool for the job? Designate Neighbourhood Area Check national and local planning policies, and how they effect you Develop a vision and objectives Generate options Prepare your draft Plan

Support from Wychavon Role of the local authority: Duty to cooperate /work with community officers and councillors Technical advice and general support Conformity check against international/EU law, national and local planning policy Pay for and arrange the examination/referendum Adopt by LPA if 50% + of majority support

  10. Neighbourhood Area Designation Parish and town councils are the Qualifying Bodies . The parish administrative area is generally designation. But can choose to define a different area if justified. Covering letter and map. WDC - delegated authority to approve. Designation formally starts the NP process and allows access to funds and advice.
