On October 29, 2015, the California LifeLine Program was updated with participation stats, wireless providers, pending providers, and total participants. The update includes a list of current and recently approved providers, along with the number of participants. The program had over 2 million participants by the end of September 2015, encompassing both LifeLine wireless and wireline services.

Participation in Federal Enhanced Lifeline Program LIOB queried to causes of decrease in Enhanced Lifeline Participation Analysis of customer records, CPUC and Xerox conclude that decrease due to carriers incorrectly coding customers as eligible for enhanced lifeline Does not answer questions of very low participation in Enhanced Lifeline program CPUC started analysis by focusing on consumer already participating in California LifeLine and residing in Tribal Lands Many of these customers very likely qualify Better understand California LifeLine participants preferences for wireline versus wireless on Tribal Lands 12

  18. Next Steps CPUC will inform current CA LifeLine participants on Tribal Lands of Enhanced LifeLine (wireline and wireless). Work with selected carriers to better identify eligible customers at service initiation. Encourage wireless LifeLine providers to participate in Federal Enhanced Lifeline program. Consult Tribal Organizations and FCC to understand barriers to participation in Enhanced Lifeline. 18
