Outsourcing SWM services and contracting Municipalities can contract-out their street sweeping, waste collection and transportation services to municipal entities or private companies. Municipalities have already contracted-out their solid waste disposal services to the SWMCG. Currently, no gate fee is charged but the SWMCG shall introduce gate fees when the new project is completed. Slide 2
Outsourcing SWM services and contracting Contract-out requires careful analysis of task- specific requirements from the service providers as well as accurate and realistic cost estimates. Required service standards and performance improvements must be defined in detail in the bidding documents. Contracting must be materialized through a transparent and competitive bidding process. Slide 3
Outsourcing SWM services and contracting Lowest-Bid Procurement No consideration of quality or reliability of the services. Just the lowest price. Best value procurement (BVP) First: technical, quality, reliability evaluation with threshold above threshold: price evaluation Slide 4
Outsourcing SWM services and contracting If all SWM services are contracted-out by the municipalities to the private service operators then municipalities shall carry out the following tasks only: Contract management Monitoring and control of service providers Verification and payment of the contractor bills on monthly basis Collect the waste service fee??????
