Background Olive Grove is a SBE-authorized charter school operating multiple resource centers Olive Grove is seeking to restructure each resource center to be an individual charter school to come into compliance with the Anderson Court Decision Four of these resource centers, Buellton, Lompoc, Orcutt/Santa Maria and Santa Barbara, are in Santa Barbara County and are before the SBE today as separate schools Each of the four Olive Grove resource centers first petitioned the school district in which they are geographically located and Santa Barbara County TOM TORLAKSON State Superintendent of Public Instruction

Timeline Individual petitions were denied by the following school districts on the following dates: Santa Barbara Unified School District denied the Olive Grove Charter School: Santa Barbara on December 5, 2017 by a vote of five to zero Lompoc Unified School District denied the Olive Grove Charter School: Lompoc on December 5, 2017 by a vote of three to one with one abstention TOM TORLAKSON State Superintendent of Public Instruction

CDE Findings Ability to Implement the Program Fiscal Analysis All projected budgets, including Orcutt (see below) are fiscally viable with reserves of 5 percent For Orcutt/Santa Maria, ACCS requested a balanced budget with five percent reserve by June 30, 2018 Budget was submitted to CDE on June 14, 2018 The CDE concluded that the multi-year financial plan is fiscally viable due to the positive ending fund balances of $122,247, $262,295, and $414,736 with reserves of 6.1, 11.1, and 15.8 percent for FY 2018 19 to 2020 21, respectively TOM TORLAKSON State Superintendent of Public Instruction
