National Biodiversity Strategies and Action Plans in Light of COP Decisions
National Biodiversity Strategies and Action Plans (NBSAP) play a crucial role in implementing the Convention on Biological Diversity. What are NBSAPs? National Biodiversity Strategies and Action Plans The main vehicle of national implementation of the Convention Articles 6a and 6b of the Convention Develop national biodiversity strategies Integrate biodiversity into relevant sectoral and cross-sectoral strategies COP decisions IX/8, X/2, Decision 15/6: Mechanisms for planning, monitoring, reporting and review (paras 5-9 and Annex 1) Section J of the Kunming-Montreal Biodiversity Framework

Parties are requested to submit NBSAP and/or national targets by COP 16, through the clearinghouse mechanism Decision 15/6
Decision 15/6 (cont.) Stresses the importance of: Coherence with national circumstances and capacities. Integrating biosafety and access and benefit sharing. Facilitating involvement of all actors. Seeking synergies with efforts under other MEAs and Conventions. Promoting and supporting increased efforts, actions and improved implementation and consistency over time. Taking into account different value systems. Considering non-state actor commitments. NBSAPs should be revised or updated without interrupting implementation.
Decision 15/6 (cont.) Urges all Parties to use headline indicators, supplemented by component and complementary indicators and other national indictors Encourages Parties to adopt the revised or updated NBSAPs as policy or legal instruments and to mainstream them (or elements thereof) with broader strategies and plans Decision 15/6 also addresses reporting, review, cooperation, synergies, stakeholder engagement and means of implementation.
Annex 1 Common elements of NBSAPs Decision 15/6 i. National targets aligned with GBF, submitted in a standardized format Parties will need to submit a national target for each goal/target of the GBF Targets should be submitted using the on-line reporting tool on the CHM i. Concrete actions Parties will report on these targets in their national reports i. National monitoring and assessment plan Party can change/adjust targets after submission
