Replacement of current paper based submission form Physical paper based STR forms have been used over the years at the FIU. Supported only physical or emailed based STRs Disadvantages of this were: Lacked digital online entry form No fast way of sending feedback to subject persons Non-sustainable method of reporting Increase in carbon footprint No searchable database using paper based PDF forms No way of integrating validation rules STR quality poor
About goAML goAML is built by the UNODC purposely for the FIU to use Online reporting methods Can upload reports in bulk from the XML upload feature Integrated message board feature that acts like an email client to send messages and notifications to reporting entities about report status and feedbacks. Able to submit bank account history through XML upload reporting entity user management (Access level controls) on their accounts Report Validations. FIU sets business rules and rejection rules to enforce quality STRs Statistical Information including number of reports accepted / rejected as per reporting entity
Registration platforms 1. Reporting entities need to be registered with the FIU. 2. The FIU has 2 environments for goAML and are encouraged to register on both LIVE Environment (LIVE) URL: https://goaml.fiu.sc/goAML_Live/Home TEST Environment (TST) URL: https://goaml.fiu.sc/goAML_Test/Home Login: Unique to system Login: Unique to system
1. TEST Environment (TST) https://goaml.fiu.sc/goAML_Test/Home If it is the first time you are registering with the FIU, then registration will be unique to this environment. However, if you have already registered with the FIU as of 31st of May, 2023 Then you can use both logins for the LIVE and TEST platform This platform is for anyone who wants to test and train staff on how to submit STR reports Reporting entities can use this platform to test XML upload feature All data is disregarded on this system Do not submit live data but instead realistic scenarios that can occur in your business.
2. LIVE Environment (LIVE) https://goaml.fiu.sc/goAML_Live/Home If it is the first time you are registering with the FIU, then registration will be unique to this environment. However, if you have already registered with the FIU as of 31st of May, 2023 Then you can use both logins for the LIVE and TEST platform This platform is for LIVE submissions on STR & SAR No testing on this system This system is mandatory for reporting entities to use to submit STR / SAR
Types of Submissions 1. Manual Web Report Submissions 1. Reporting entities who wish to submit STR / SAR manually can use web report submissions 2. XML upload submissions 1. Reporting entities that have many reports to submit can use XML upload feature. Although this feature requires technical development it may take some time for reporting entities to get their hands on XML conversion tools. Most will depend on outsourced developments.
Future Additions to goAML goAML will initially be launched for STR & SAR reporting Threshold reporting (CTTR/WTTR) will be launched on notice VASP reporting (crypto and virtual assets) will be launched on notice XML upload feature will be launched on notice
Q & A Q: We do not submit many STRs per month. What should we do ? A: If you don t submit many STRs, you can use manual web forms to submit STRs. You do not require XML upload. Having said so, it is important that you specify ALL transactions in the webform that links to the STR. You also need to attach the account statement in the attachments and make sure that the attachment is character readable, meaning the FIU can copy paste text from it and also we can use OCR technology on the document.
Q & A Q: We submit quite a number of STRs and we do not want to integrate with the FIU XSD schema? A: That s alright, XML upload requires technical experience of an IT person to understand the XSD schema and build reports based on that XSD schema. You can still proceed to manually submit STRs. It is important that ALL transactions are recorded in the web form and attachments of bank statements provided in character readable format.
Q & A Q: I am a compliance officer on behalf on more than one entity. Do I need to register them twice? A: Yes, You need to register both entities separately with their unique emails. Then you need to register yourself as an organization and remember your organization ID. Then login on each entity and delegate control to your original organization ID. When you log in on your compliance officer account, you will have a dropdown to choose which entity you want to control. Q:I have registered but cannot login. A: Please check the URL of the platform. If you registered on the TEST platform after MAY, then you cannot use the same details to login to the LIVE platform. Likewise, if you are trying to login on the LIVE platform you might be on the TEST platform so make sure you check which platform you are on.
