DLI 7: Institutional Impact ACE Impact Centers of Excellence benefit from strong Institutional Support University Leadership, including Vice-Chancellor Institutional Capacity Centers of Excellence should not exist in isolation Catalyze broader teaching and research excellence Catalyze Institutional Strengthening of the Host University DLI 7 Different elements that support global good practice for higher education Responsive to institutional needs Approximately 10 15% of the funding available to each Center

DLI 7: Institutional Impact Should be owned by the University VC and university leadership team VC should appoint an Institutional Lead Reports to VC Part of Institutional leadership team DLI 7 monies earned are deposited in the ACE Center financial account VC and university leadership team is responsible for earning DLI 7 results Once earned, money earned through DLI 7 should be available to the university leadership ACE Impact Host Institutions have the flexibility to design and implement interventions that address the needs and priorities of the university 3

DLR 7.2: Open and Competitive Selection of Leadership Two Options (based upon DLI Table as part of Financing Agreement): USD 200,000 for Head of University; USD 50,000 for Head of Department or Dean. Verification Criteria: Copy of Institutional, College/Faculty or Department policies Public announcement(s) of the Open Position List of Candidates List of Members of Selection Committee List of Short-Listed Candidates Interview Reports and Scores for Short-Listed Candidates Minutes of Selection Committee Decision Meeting Copy of Memo from Selection Committee to Hiring Authority Public announcement of Selected Candidate Confirmation that Selected Candidate has formally started in the position 11

DLR 7.3: International Institutional (university) Accreditation Quality Assurance processes based upon global standards for higher education Two stage process: Self/Gap Assessment followed by Full International Accreditation Verification Criteria: Name of selected Accreditation Agency (approved by RFU) Point of Contact at Accreditation Agency and ACE institution Self/Gap Assessment (USD 75 000) Confirmation that assessment starts Confirmation assessment is consistent with recognized international standards Copy of report from Accreditation Agency Full Accreditation (USD 200 000) Confirmation that Accreditation has been earned Copy of Report from Accreditation Agency Link to Accreditation Certificate on uni website 12

  13. DLR 7.4: PASET Regional Benchmarking Initiative Benchmarking enables comparison with global and regional peer institutions. Based on ongoing PASET initiative Two Rounds in ACE Impact: designed to build sustainable institutional capacity Resources Revised PASET Institutional Benchmarking Methodology rev 2018 Benchmarking Initiative Student Survey Methodology rev 2018 The sample Benchmarking reporting Excel Spreadsheet rev 2018 ACE Impact Host Institutions are expected to employ a comprehensive and functional Management Information System (MIS) for the university. ACE Impact Host Institutions should institutionalize a graduate tracer study tool that is consistent with the requirements of the Benchmarking Initiative 13

  14. DLR 7.4: PASET Regional Benchmarking Initiative First Round (July 2021 through June 2022): Baseline and Capacity Building 1. (anticipated: September 2021) Complete a data systems-level launch Survey on institutional readiness for collecting benchmarking data. The survey will be designed to determine where you are now with respect to your MIS, its functionality and the use of data within the university for strategic planning . Universities will be required to submit at least 85% of the survey data. 2. (August December 2021) Participate in Capacity-Building training on benchmarking to improve institutional systems for data collection and management (including institutionalizing graduate tracer studies) 3. (December 2021) Submission of an institution-level Intervention Plan to develop the university s capacity (including sustainable policies and procedures) on data collection and management and to report on the full range of Benchmarking indicators in the future. 4. (June 2022) Complete a Survey to indicate progress on the Intervention Plan for institutional data collection and management and readiness to participate in the benchmarking exercise. 14

  15. DLR 7.4: PASET Regional Benchmarking Initiative Second Round (December 2022 through June 2023): Benchmarking 1. Submission of at least 85% of the benchmarking indicators required under the PASET Benchmarking Initiative Submission of an updated Intervention Plan demonstrating how the university will continue to build capacity in reporting on the full range of Benchmarking indicators in the future. The expectation is that indicators will be collected systematically rather than in an ad-hoc process (with or without the existence of the Benchmarking exercise). 2. 15

DLR 7.5: Institutional Impact Milestone DLR 7.5 Institutional Impact Milestones - provides ACE Impact Host Institutions the flexibility to design and implement interventions that address the needs and priority of the university. DLR 7.5 allows institutions to identify specific aims, and then plan the activities necessary to achieve the Milestone and earn the associated DLR monies. Each institution is free to develop their own Milestones (subject to approval in the DLI 7 Plan Template). Institutions should identify the: Tasks Timeline Costs Responsible persons The number of Milestones available to each institution varies (based on country, number of Centers at university, etc.) and will be indicated on the DLI 7 Plan Template distributed to each ACE Impact Host Institution 16

  17. DLR 7.5: Institutional Impact Milestone Verification Criteria could include: Minutes of Board Meetings Signed Contracts for enhanced Systems Documentation Payroll Record Service availability reports Public Announcements and institutional web presence 17
