Support the implementation of the March 2021 London Child Exploitation Operational Protocol and enhance cross-border working and data initiatives. This project aims to promote consistency, reduce risk to children, and develop a pan-London exploitation dataset. The focus includes coordinating efforts across agencies, establishing sub-groups, and shaping a comprehensive roll-out process for the revised protocol in early 2024.

Project Scope Project Scope Support implementation of the March 2021 London Child Exploitation Operational Protocol and sharing of effective practice Prepare a revised protocol in early 2024 reflecting new statutory guidance and incorporating practice experience from across London Promote greater consistency and reduce duplication in the development of tools and templates Seek improvements and greater consistency in contribution from NHS, Metropolitan Police, the education sector, community safety, and voluntary sector Reduce risk to children who move or are relocated through improved cross-border working Promote successful data initiatives and support the development of a pan-London exploitation dataset Identify quick wins, use material already available, build from current systems and approaches, aim for systems that are good enough Not in scope Young adults or transitional safeguarding Advocate for structural changes (such as merging MACEs) Improvements in arrangements for missing children (needs diagnosis and separate project work) Duplicate work where abundant material already exists (e.g. principles, language, awareness) Promote a specific exploitation practice model
Headlines, Issues and Risks (1) Headlines, Issues and Risks (1) Headlines Focus so far - establishing the sub groups, agreeing terms of reference and shaping a work plan, service development outcomes can be identified, impact on children is more complicated The revised protocol will need a much more comprehensive process for roll-out, embedding and evaluation In passing an opportunity to reflect on the kind of work that needs to be coordinated in order to improve services Report accepted and objectives endorsed by LASOB, London Children s Safeguarding Partnership Executive, local authority Social Care Practice Leaders, MPS Head of Public Protection, NHS London and the Chief Nurses in the 5 Integrated Care Boards Government response to Independent Review of Children s Social Care shapes the timeline: Review of the current Child Exploitation Operational Protocol and publication of a revised edition in early 2024 aligned to revised Working Together statutory guidance on safeguarding harms outside the family NHS - MACE and exploitation champion identified for each ICB, role to be defined MPS engagement with all MACE review implementation activities MPS undertaking a review of its public protection and exploitation activity MACE Chairs Networks established MACE Project Delivery Group has met representation from all agencies not yet fully established Four Task and Finish groups have met, with strong participation (details below)
Headlines, Issues and Risks (2) Headlines, Issues and Risks (2) Resources and Leadership Task and finish groups and the MACE Chairs Network have a volunteer lead - an experienced manager / sector leader Groups have a experienced and knowledgeable participants who bring substantial practice and leadership experience on this topic There is good project support There is genuine multi-agency support and participation Risks Work programme is substantial and activity is almost all being undertaken in addition to day to day responsibilities. Participation is all subject to availability, workload, and changes in post / responsibility Without specific funding there are risks to the programme Role of NHS champions is yet to be defined and implemented across the large ICB footprint Mechanism for improving the contribution of schools and colleges to be defined Development of the 2024 Exploitation Protocol will require skilled drafting and collaboration with the group responsible for the London safeguarding procedures
London MACE Chairs Network Chair: DCI Andrew Grant , Central Specialist Crime Activity Since Last Update Purpose Meetings in January, April and July, then three-monthly, admin support from LIIA Promote understanding of all aspects of the VOLT approach (Victim, Offender, Location, Theme) set out in the Operational Protocol Discussions on peer review findings, proposed implementation of recommendations Engagement with all local authorities and BCUs will be important - attendance level so far is about 40% (either LA or BCU) Address the challenges of preparing and chairing MACE meetings through the sharing of practice that is known to be effective Provide a reference group for those taking on the role of MACE chair seeking either subject knowledge or support in chairing multi-agency meetings Emerging Issues, Risks and Themes Chairs and exploitation leads seek greater consistency in the police model and interfaces (public protection, exploitation and missing) A forum through which MACE chairs can make an input into wider policy and service developments, including the 2024 edition of the operational protocol Turnover of local authority and police chairs and attendees Identified a substantial list of topics for practice improvement Many of these focus on exploitation and adolescent safeguarding, rather than narrow focus on MACE Forum for MACE chairs / exploitation specialists, but with expert and multi-agency presentation in the future What is the best arrangement for pan-London oversight in future?
Task and Finish Group 1 Implementation and development of the 2024 Operational Protocol Chair Julie Rooke: Head of Service, Westminster Council Purpose Activity Since Last Update Implementation of the VOLT models of MACE in practice and materials used such as agendas Securing agency engagement Involvement of NHS, Metropolitan Police Service, schools and colleges, and voluntary sector MACE Chairing (noting the overlap with the MACE Chairs Network) March 2023 meeting to agree the brief, May meeting Outline structure of 5th edition protocol is in development Emerging Issues, Risks and Themes Preferred approach is to focus on the next edition of the protocol Multi-agency from the outset, setting out agreement on the multi-agency contribution to key themes and activities, rather than internal process Forum for developing the 2024 protocol Themes will include: Multi-agency responsibilities Role of MACE in the disruption of offenders Promote MACE referrals and activity to combat exploitation in localities Tie in with the pan-London procedures
Task and Finish Group 2 Tools and templates for effective practice Chair: Keith Ibbetson, Independent Safeguarding Consultant Activity Since Last Update Purpose Small group meetings with police and local authority representatives to review examples of forms covering these topics and to propose templates to share with local partnerships Review existing templates and forms Circulate models focused on themes recurring throughout the work dealing with referral, assessment, localities and protective action Initial review of MPS form 87a Review the MPS form 87a Emerging Issues, Risks and Themes Promote the SAFEGUARD mnemonic alongside more recent approaches to the assessment and weighting of risk factors Forms should share core elements of practice and collect key data Promote tools that support successful work on localities and disruption Until there is a more extensive statutory framework and Ofsted prioritises this area, it is unrealistic to expect every partnership to adopt the same forms Some minor changes to the MPS form 87a will be proposed Aim to circulate drafts of forms by end of June
Task and Finish Group 3 - Safeguarding exploited young people who move across local authority boundaries and their families Chair: Onder Beter, Senior Assistant Director, Greenwich Children s Services Activity Since Last Update Purpose Task and finish group has met Promote a better understanding of risks and benefits of relocating young people and families Small group met recently to define what is in / not in scope Agreement that work will focus on children and families placed or relocated Promote best practice in risk assessment and management of potential moves Devise a pan-London protocol on this topic with supporting changes to London Children s Safeguarding procedures Emerging Issues, Risks and Themes Promote improvement in other aspects of cross-border working Missing young person feedback highlighting inconsistencies needs better definition and possibly a larger piece of work (not in scope of project) Much good day to day activity to combat exploitation crossing local authority borders need to find ways of sharing this and learning from it MACE and local exploitation coordinator currently have no formal role in cross- border working this would be a substantial enlargement of the role, not currently supported by guidance
Task and Finish Group 4 Using data to understand practice and improve outcomes Chair: David Goosey, Independent Chair / Scrutineer Activity Since Last Update Purpose Group meetings in March and May 2023 Clarify reasons to hold and evaluate data on exploitation Know the exploitation profile better and plan responses Describe and measure your activity and process Report agreed data to your local partnership Report and enable comparison across London Agree a core set of data to be held, building from systems and approaches that have been developed in local authorities and partnerships (e.g. Waltham Forest system) Include some basic NHS and education data in the standard exploitation profile Police presentation on data currently held, with a clear potential to share with wider stakeholders once governance and content are cleared internally Local authority approaches from Waltham Forest and Newham will be scrutinised Emerging Issues, Risks and Themes Police offer of data has been described and steps to completion identified Local authority approaches from Waltham Forest and Newham being explored in detail Not proposing in the short term to measure outcomes for young people, impact or effectiveness Regardless of the data identified, it has to be analysed and used to drive operations and strategy locally
MACE Project Delivery Group Chair: Amana Gordon, Operational Director Children & Young People Services, London Borough of Hammersmith and Fulham Activity Since Last Update Purpose Meeting in March, meeting in May, meetings planned 6 weekly Provide oversight, challenge, sign-off, secure multi-agency support and participation for the work of the project Terms of reference and activity of Task and Finish groups have been approved Business support being negotiated with Hammersmith and Fulham Report to LASOB Group members should include Project Management and Safeguarding experts Local Authority Exploitation Lead / Head of Service MPS Central Specialist Crime and BCU NHS England National Probation Service London Community Safety Partnerships Network London Housing Directors Network - to be identified via LASOB representative Voluntary Sector Violence Reduction Unit Emerging Issues, Risks and Themes Membership and representation needs to be confirmed from all agencies Functions and activity will become clearer as the work programme develops
