Policy Platform and Priorities for 2018
The Legislation and Public Policy Committee (LPPC) made some suggested changes to the platform for 2018 Moved the EQUITY section to be an overall principle in ABOUT THE COUNCIL. Added a statement in ABOUT THE COUNCIL about the importance of including people with disabilities in all aspects of the Council s work. Removed references in other sections. Added a statement in ABOUT THE COUNCIL about the importance of protecting and enhancing civil rights for people with disabilities.
The Legislation and Public Policy Committee (LPPC) made some suggested changes to the platform for 2018 Began each section with a values-based statement about the rights of all people and/people with disabilities. Combined the sections on rates and quality of services. Added a separate section on Restraint and Seclusion in Schools (for discussion see handout) Made other minor wording changes to reflect lessons learned and proposed policy changes in 2017.

Who Provided Input into Priorities? The Legislation and Public Policy Committee (LPPC) collected information from: Regional Advisory Committee Members Regional Office Staff Council Members At-Large LPPC Members Self-Advocacy Advisory Network Members
People providing input were asked what their top three priorities were for the Council. Close to 50 different topics were suggested. Many topics were more than once! The information was sorted for the LPPC by the state plan goals.
LPPC Meeting The LPPC met on November 6th. The LPPC discussed all of the suggestions that it received. The LPPC discussed that the LPPC would look for opportunities to monitor and support legislation when the State Legislature returns in 2018 on other topics that are addressed in the Platform. Then the LPPC voted to make these suggestions that align with the state plan possible priorities for the Council to sponsor legislation in 2018.
LPPC Priority Areas Ensure current federal policy protections are made state policy.
LPPC Priority Areas Self-Determination Define the Person Centered Plan Employment and Transition Create a common identifier across agencies to better track services and supports Health and Safety Ensure waivers can be issued quickly for health and safety reasons.
LPPC Priority Areas Health and Safety - Ensure timely access to mobile crisis units. Health and Safety - Create a volunteer registry with the DMV by linking vehicle license plates to identification as a person with a disability.
LPPC Priority Areas Housing - Ensure junior Accessory Dwelling Units qualify for Supported Living Services. Community Supports - Reinstate funding for social recreation and camp.
