Introduction of the

The games task and goal

This game offers a model of the European Union’s solving
mechanism regarding social, economic and political problems to
the student. It helps us think about questions such as the
refugee crisis, genetic modification or Brexit.

During their work,
teams get a glimpse of the complicated structures of some
questions, they get to think about the consequences of their
choices, they can evaluate the moral aspects of the proposals,
while they compare different opinions and viewpoints
.
The ship that gets the most progress points wins the game.

Preparing for playing

At each table there are five people, they
represent the ships crew
.
Each member of the crew is from a different
delegations, that is to say they are from
different nationalities
.(RO, IT, DE, DM, HU)
At the seventh table the members of the
commission are seated (also members from
different nationalities).
Each member of the crew draws a role card,
which tells them what deck they are assigned
to.

1. deck: 1 person
2. deck: 2 people
3. deck: 2 people

Flow of the game1.

Each ship gets a life determining situation, to which they have
make an realization proposal, which they will have to hand in to
a commission.
The player on the first deck will read the task out loud, and also
he’ll be the one to hand in the decision to the commission.
The crew will make decision
s
 together regarding the issue
s
,
through a vote.
For their decisions and realization proposals they’ll get progress
points
.
The points (maximum 10) will be given out by the
commission .
The ship that gets the
most progress points will win
.

Flow of the game
2.

The crew will list the following
things on the decision card
:
The final decision
;
How they will distribute the
resources they used (from this
point on:
ECU)
between the social
classes on the deck
;
The ships will make their decisions
through voting, but there might be
instances when every member has
a different proposal, so the crews
can list the agreement on the
decision card also.

Flow of the game 3
.

The teams will have 5 minutes to work on a situation, when the 5
minutes pass they have to hand in their decision, otherwise the
ship will sink because of mutinies and the team will be eliminated.
After the teams hand in their decisions, the commission will assess
them and award them points.
The maximum amount
 of
points that can be given for a decision is
10
. Half points can be awarded as

well.
Points will be awarded based on these aspects:
How feasible the plan seems;
How it reflects European values (moral aspect);
How democratic the decision was.
The commission has
10 minutes
to evaluate the proposed plans.

Situations

1. Your ship is approaching to a
group of drifter boats full of
shipwrecked people. You have to
decide what to do: If you let all
of them come aboard, it costs 5
ECUs. If you pass them without
taking any of them aboard, it
costs 1 ECU.
2. According to our enthusiastic ship spotters’ report a
well-known pirate group is about to commit an attack
against one of the ships in the fleet. How much ECUs are
you willing to donate to set up
defence
 against such
attacks? If the amount of the offered money is
insufficient, the attack may occur! The communication
between your ships is not possible due to the huge
distance.
3. One of the ships in your fleet has decided to change course to get closer to a big aircraft-carrier,
which might

guarantee its safety. You have to convince this ship to remain as a part of your fleet.
Send them a short message consisting of 5 sentences full of arguments as to why this ship shouldn’t
leave! Sending a message is obligatory, and it costs 5 ECUs.

Situations

5. There is a ship coming closer to your
fleet. From this distance it seems to be a
steamboat (an outdated transport vehicle).
It requests to join your fleet. You have to
raise conditions to be able to do that in
order to minimize risks you take by
cooperating with a less developed partner.
To set up the communication is obligatory
and costs 5 ECUs.
6. Your ship is mounted with engines which use gas oil. The CO2 emission of these giant engines is
huge. You can be sure that with this environmental destruction the next generations are going to have
diffculties maintaining their inherited life standard. Your responsibil
i
ty is to reduce your CO2 emission
now! If you want to decrease it by 10% it costs 2 ECUs. You have to decide – hoping that your
investment may result in technological advances - how big a financial sacrifice you can make!
4. Due to a lack of livestock a you are experiencing a
famine on your ship. But don’t worry, there are 2
mercantile ships are close to you. One of them is
offering GMO soy, the other one tries to sell potatoes
from ecological farming. You need to buy 50 kgs of
either of these to avoid a destructive riot. Purchasing
10 kgs of soy costs 1 ECU, 10 kgs of potatoes cost 2
ECUs. Keep in mind that saving money today may
cause extra-expenses tomorrow!

The role and the use of ECUs:

Each decks crew has a certain
amount of ECU which they have to
manage.
The tasks in the situation cost
certain amounts of ECU and the
crew will need to make a decision
on how to distribute this between
the decks.
During the deliberation they have
to take into account that if a decks
ECU level drops under a certain
point (blue and red lines), then
that decks crew becomes
disfunctional. If any deck reaches
0% then that team gets eliminated
.

Game table

Quiz while progress points are being
calculated

While the commission evaluates and
scores the proposals, the teams
complete a test consisting of 10
questions.
They can collect ECUs for this.
The crew will distribute the collected
ECUs between the decks according to
which decks are in need in order to
not become
dysfunctional.
